CAP AND TRADE 

Greens see oil industry fingerprints on climate legislation.
California environmentalists are outraged over speculation that
the state's governor is pushing the oil industry's wish list in
negotiations to extend the state's cap-and-trade climate program.
Language being circulated by Gov. Jerry Brown's (D) office would
extend the current program through 2030, including a glut of
existing unsold allowances…

AIR POLLUTION

NY Polluters pay too little to cover cost of state air pollution
permit program. Costs for the state's air pollution control
system, which under federal law must be paid for by polluting
industries, keep sinking under a rising tide of red ink that
taxpayers keep bailing out. As of March, taxpayers have had to
come up with nearly $21 million to cover chronic deficits at the
state Department of Environmental Conservation, which issues air

New Bill Would Allow for More Air Pollution Inspectors. The city
of St. Louis would have more money to hire air pollution
inspectors, under a bill before the board of aldermen. Alderwoman
Cara Spencer says there aren’t enough state inspectors here to
make sure buildings are knocked down properly without sending
asbestos into the air. “The state has one inspector for the
entire region who spot-checks demolitions in the city.

CLIMATE CHANGE

An extensive first-of-its-kind study says global warming is
likely to hit southern and poorer US counties harder. Poor and
southern U.S. counties will get hit hardest by global warming,
according to a first-of-its-kind detailed projection of potential
climate change effects at the local level. The study, published
Thursday in the journal Science, calculates probable economic
harms and benefits for the more than 3,100 counties in the United

Volkswagen submits revised plan for installing charging stations
as part of emission-cheating settlement. Volkswagen would build
more electric vehicle charging stations in disadvantaged
communities under an updated plan being submitted to state
regulators on Thursday. The company’s subsidiary, Electrify
America, revised its proposal after an earlier version was
rejected as inadequate by the California Air Resources Board.

Where to plug in? Lack of charging options is a big barrier to
electric car adoption in California. California has just 300,000

UPS’s new vehicles are tiny — and Teamsters say they’re putting
them in peril. United Parcel Service Inc. is planning to use golf
carts to make package deliveries in suburban and residential
areas when needed. The new delivery option comes as Kentucky law

China's SAIC Motor can start testing autonomous vehicles in
California. China's state-owned automaker SAIC Motor now has
clearance to start testing autonomous vehicles on public roads in
California. The SAIC Innovation Center in Silicon Valley,
established in 2015 as a subsidiary of SAIC Motor, received the
permit this week, according to the California Department of Motor
Vehicles website.
