The date of the ARB Scoping Plan Scenarios Workshop has been changed to Monday, May 5, 2008 and will be held from 9am - 5pm in the Byron Sher Auditorium at the CalEPA Building in Sacramento. Previously the workshop had been scheduled for Thursday, April 17. An abstract of the meeting is included below. The AB 32 Program Design Technical Stakeholder Work Group meets next Friday, April 4, in the morning from 9 am - 12:30 pm in the Sierra Hearing Room at the CalEPA Building in Sacramento. The specific focus of this meeting will be to consider, in greater detail, how the core measures will be incorporated into the models. The meeting will also include some discussion of how the different policy scenarios will be modeled. The announcement for this meeting is posted at: http://www.arb.ca.gov/cc/scopingplan/pgmdesign-sp/meetings/040408/AB32_Draft_April_4_Program_Design_Announcement.pdf The AB 32 Economic Analysis Technical Stakeholder Work Group meets next Friday, April 4, in the afternoon from 1:30 pm - 3:30 pm in the Sierra Hearing Room at the CalEPA Building in Sacramento. The specific focus of this meeting will be to examine issues associated with the economic modeling of an “offset” program. The discussion will build on the topics raised in the program design stakeholder meeting focused on offsets which will immediately precede this economic analysis meeting. ARB has developed a comprehensive scenario approach, combining both economic and non-economic analysis, which will be presented at this workshop. The policy scenarios being evaluated include various mixes of available policy tools—such as direct regulations and market-based mechanisms. These scenarios will be compared to assess the consequences of various approaches that may be employed to achieve the required greenhouse gas reductions. The staff will present different combinations of potential emission reduction measures and discuss preliminary analysis of the scenarios. We do not guarantee that these webcasts will be archived. Written questions and comments on either subject can be submitted by April 16, 2008, to ccplan@arb.ca.gov, though comments received later will still be considered. We do yet not have a comment submissions deadline for the May 5, 2008 Workshop. At the March 17, 2008, program design stakeholder meeting, stakeholders were encouraged to submit comments related to the scope issues discussed February 29 and the allocations issues discussed on March 17 by this Friday, March 28. Several stakeholders have requested additional time, so ARB encourages parties to submit those comments no later than April 2.
