arbcombo -- Cargo Handling Equipment Enforcement Advisory

An Enforcement Advisory has been issued to alert owners and operators of mobile cargo handling equipment at ports and intermodal rail yards of proposed regulatory changes being considered to exempt mobile cranes (other than rubber-tired gantry cranes) from the Cargo Handling Equipment Regulation. The advisory is available on our website: http://www.arb.ca.gov/enf/advs/advs382.pdf Staff is considering these changes in order to provide consistency for owners and operators in complying with one set of rules, since cranes and sweepers are often subject to two regulations (one for the motive engine, and one for the auxiliary engine). Additionally, the modifications would address other issues such as safety, certification, and compliance flexibility. The proposed modifications are currently expected to be considered by the Board at their public meeting on December 11-12, 2008. A notice of this public hearing is expected to be released at the end of October. Additional information is available in the advisory linked above.
