The Air Resources Board has posted a "Errata" for The Staff
Report: Appendix E of the Initial Statement of Reasons for the
Proposed Regulation to Reduce Greenhouse Gas Emissions from
Heavy-Duty Vehicles, which was released on October 24, 2008.   
This correction has been posted and is available on the ARB
