cargo -- Proposed Changes to Cargo Handling Equipment Regulation Approved by the Board

On December 12, 2008, the Air Resources Board (ARB) adopted a
proposal that will exempt sweepers and mobile cranes (other than
rubber-tired gantry cranes) from the Cargo Handling Equipment
Regulation and place them under either the In-Use Off-Road Diesel
Vehicle Regulation or the In-Use Heavy-Duty Diesel Vehicle
Regulation (On-Road Truck and Bus Regulation).  Enforcement of
these changes will begin after the Office of Administrative Law
(OAL) approves the regulatory changes, which is expected to occur
some time next year.

Once the OAL approves the changes to the regulation, mobile
cranes and sweepers will be regulated as follows:
  - All two-engine cranes, off-road single-engine cranes, and
off-road single-engine sweepers will be subject to the Regulation
for In-Use Off-Road Diesel Vehicles (sections 2449, 2449.1,
2449.2, 2449.3, title 13, California Code of Regulations).  For

  - All on-road sweepers and on-road single-engine cranes will
be subject to the On-Road Truck and Bus Regulation.  For more
