Statewide workshop notice: High Global Warming Potential
Refrigerant Management Program for Stationary Refrigeration and
Air Conditioning Equipment. The Air Resources Board (ARB) staff
invites you to participate in the second statewide public
workshop to discuss proposed regulation for reducing high-global
warming potential (GWP) refrigerant emissions from stationary
refrigeration and air-conditioning equipment through leak repair,
reporting, improved refrigerant recovery rates, and other
approaches.  This control measure is being developed as an early
action measure pursuant to the California Global Warming
Solutions Act of 2006 (AB 32). 

At the workshop, ARB staff will present an overview of the
sector, efforts to date, the draft preliminary results of
emissions inventory, cost analysis, and the draft regulatory
language.  Attached please find our workshop notice. 

In order to gather additional information from all stakeholders,
staff will host three workshops throughout the State.  Staff will
present the same information at all three locations shown below.

We have developed a website and list-serve to help stakeholders
stay current on regulatory developments, future meetings, and

In mid or late January 2009, ARB staff will post the following
documents on our website:

1.      revised draft regulatory language;
2.      Appendix A: California Facilities and Greenhouse Gas
Emissions Inventory – High-Global Warming Potential Stationary
Source Refrigerant Management Program; and 
3.      Appendix B: Economic Impact Estimates – High-Global
Warming Potential Stationary Source Refrigerant Management
Program. 

These two appendices present the technical review of staff’s
research on the baseline 2010 and 2020 business-as-usual and post
rule implementation emissions inventory, potential emissions
reductions, and costs related to the Refrigerant Management
Program proposed regulation.  

The workshops were rescheduled to the dates indicated in order
to allow time for the three documents listed above to be drafted
and reviewed.  The tentative Board hearing and adoption date is
May 2009.
