ordiesel -- Off-road Diesel Regulation – New Guidance and Fleet Average Calculator

ARB staff have released new guidance regarding on-road engines in
off-road vehicles as a strategy to comply with the regulation,
clarifications regarding the applicability of the regulation, and
a new fleet average calculator that allows fleets to analyze the
hours of operation in fleet average option. 

Guidance Regarding Off-road Regulation

ARB staff have added to the growing list of answers to
frequently asked questions, and regulation advisories, with new
guidance documents that may help fleets comply with the
regulation.  The new additions address:

•  How on-road certified engines, which generally have lower
emissions than off-road engines, may be used when repowering an
off-road vehicle to lower emissions.   
•  General applicability of the regulation, including how it
applies to snow removal equipment and to vehicles operated both
inside and outside California.
•  How electric GSE may be reported for partial credit towards
the regulation.
•  How to determine fleet size for private businesses and
corporations.
•  How the regulation may provide extensions for fleets with
vehicles on order from manufacturers, where receipt has been
delayed.

New Fleet Average Calculator

Additionally, staff have released a new version of the fleet
average calculator that allows fleets to calculate the effect of
including the hours of operation from their equipment.  Fleets
which have newer equipment which they use a large number of
hours, and older equipment which is used much less, may find that
reporting the hours of operation for their fleet will make
complying with the regulation easier and less costly.  The new
calculator - available at

- will help fleets determine if this option is beneficial for
them.  Note that reporting the hours of use is optional, and this
calculator does not replace the previous version except for
fleets using the hours of operation provision.
