cargo -- Proper Selection of ARB Verified Diesel Emission Control Strategies

A Mobile Source Control Division mailout (MSC 07-15) regarding the proper selection of ARB verified diesel emission control strategies (VDECS), is now available. Before purchasing a VDECS, it is highly recommended that cargo handling equipment owners and operators read the applicable verification Executive Order for the VDECS to be purchased. VDECS installed on inappropriate engines, vehicles, and/or applications, or operated in a manner that is not compliant with the Executive Order are not verified configurations. Such configurations will not satisfy the best available control technology requirements or in-use performance standards of ARB rules, such as the mobile cargo handling equipment regulation at ports and intermodal rail yards, and could expose owners of affected vehicles or equipment to potentially significant civil penalties and fines.
