Sacramento September 21, 2009 - The California Air Resources Board fined Waste Connections Inc. $18,375 in July for emissions violations in 2008. In December 2008, Waste Connections Inc., headquartered in Folsom, Calif., purchased S.E.I. Solid Waste Inc. located in Arnold, Calif. Waste Connections then self-disclosed to ARB inspectors that S.E.I vehicles were not compliant with California's trash truck rules. "Solid waste collection companies must do their part to ensure their fleets make improvements to cut excessive diesel emissions," said Chairman Mary D. Nichols. The city of Fresno was recently in the news as the result of a fine imposed by the California Air Resources Board for technical violations of the agency’s diesel emission test requirements. While this news item may have given the impression the city has acted negligently in addressing air quality issues, nothing could be further from the truth. The California Air Resources Board fined Industry-based Athens Services $270,000 for diesel emissions violations, officials said Monday. Athens was charged with failing to properly inspect diesel vehicles between 2005 and 2006 and failing to install emission regulators on its trash trucks. An investigation into Athens' practices took place between 2004 and 2008. Posted. http://www.sgvtribune.com/news/ci_13387611 Gasoline-Powered Blenders Draw Fines. State air quality regulators fined companies in Orange County and Phoenix a combined $240,000 for selling blenders powered by gasoline engines that had not passed California air pollution certification. The blenders, marketed for tail-gate parties and other outdoor events, relied on small engines -- similar to chain saw engines -- that run on a mixture of oil and gasoline. One model confiscated by air quality officials operated with a hand-grip throttle, similar to a motorcycle. He says the U.S. shares part of the blame for global warming but is committed to the cause. He urges work toward an agreement at the Copenhagen summit, though European officials warn of a deadlock. President Obama this morning issued an appeal to world leaders to help avert "an irreversible catastrophe" in the Earth's climate, accepting a portion of blame for global warming on behalf of the United States but also urging the world's biggest polluters to change their ways. At the U.N.'s highest-level conference yet on climate change, China on Tuesday pledged ambitious plans to plant enough forest to cover an area the size of Norway and use 15 percent of its energy from renewable sources within a decade. Chinese President Hu Jintao also promised "determined and practical steps" to boost its nuclear energy, improve energy efficiency and reduce "by a notable margin" the growth rate of its carbon pollution as measured against economic growth. United Nations, (AP) -- Japan's new prime minister is pledging a deep cut in greenhouse gases blamed for climate change. Yukio Hatoyama told world leaders gathered Tuesday a United Nations climate change summit that his nation aims to make a 25 percent cut in greenhouse gas emissions from 1990 levels by 2020. U.S. EPA today finalized a nationwide system to require large sources of greenhouse gases to report their emissions. The new rule will require about 10,000 facilities that emit about 85 percent of the nation's greenhouse gases to begin to collect emissions data under a new reporting system, EPA said. Suppliers of fossil fuels and industrial greenhouse gases, motor vehicle and engine manufacturers and other facilities that emit 25,000 metric tons or more of carbon dioxide equivalent will be subject to the new requirements. A coalition of conservation groups today submitted a letter of opposition to a rule proposed for adoption by the California Air Resources Board later this month, urging the state agency to remove a provision that could encourage forest clearcutting as part of California’s efforts to reduce greenhouse gas emissions. The provision is part of the forest project protocols that would guide the assessment of greenhouse gas impacts of forest growth and harvest. Posted. http://www.californiaprogressreport.com/2009/09/_conservation_o.html Climate Change Proposal Would Revolutionize Value Of Forests. Washington (CNN) -- The world's tropical forests are disappearing, and one reason is simple economics: People, companies and governments earn more by logging, mining or farming places such as the Amazon jungle than by conserving them. Efforts to halt rain forest destruction date back decades, but they so far have failed to tackle the issue on a scale commensurate with the challenge. Posted. http://edition.cnn.com/2009/TECH/science/09/22/climate.forests/ Emissions of CO2 Set for Best Drop in 40 Years. Global carbon emissions are expected to post their biggest drop in more than 40 years this year as the global recession froze economic activity and slashed energy use around the world. The decline comes as political leaders are struggling to come up with a common approach to dealing with climate change. The main factor behind this year’s drop in emissions is the slowdown in industrial activity and trade around the world, according to a study due to be released in November by the International Energy Agency. New York -- A day before a U.N. summit on climate change, an activist prankster group distributed copies of a fake newspaper mimicking the New York Post to draw attention to global warming. The United Nations' commitment to securing an international climate deal will be on full display Tuesday, as world leaders come together in New York to discuss how best to address global warming. A two-judge panel of a federal appeals court has ruled that big power companies can be sued by states and land trusts for emitting carbon dioxide. The decision, issued Monday, overturns a 2005 District Court decision that the question was political, not judicial. As California prepares to release new targets for its zero-emissions vehicle program, it's summoning auto manufacturers to speak up for their respective sectors. While eclipsed recently by electric cars, fuel cells will be present and accounted for, with a few caveats. The California Air Resources Board is slated to release proposed regulations for 2015 and thereafter by Nov. 10, with final targets due by early next year. The announcement by Transportation Secretary Ray LaHood and Environmental Protection Agency Administrator Lisa Jackson in the White House press room last Tuesday was brief. But their plan to reduce emissions from motor vehicles and light trucks was significant. Not only would it provide the nation’s first greenhouse gas emissions standard, but the new rules, devised with automakers’ participation, would also bring about the biggest increase in gas mileage in history. United Nations China's ambition to grow quickly but cleanly soon may vault it to “front-runner” status – far ahead of the United States – in taking on global warming, the U.N. climate chief said Monday. China could steal the show by unveiling plans today at a U.N. summit of 100 world leaders. Pickups and sport utility vehicles were big sellers under the Cash for Clunkers program despite the federal government's focus on replacing gas guzzlers with more fuel-efficient cars. Data released late last week by the Department of Transportation show that tens of thousands of trucks, minivans and SUVs with relatively low gas mileage were among the nearly 700,000 vehicles sold under the program in late July and August.
