Gold Country Waste Hauler Fined $18,375 For Emissions
Violations. Sacramento September 21, 2009 - The California Air
Resources Board fined Waste Connections Inc. $18,375 in July for
emissions violations in 2008. In December 2008, Waste Connections
Inc., headquartered in Folsom, Calif., purchased S.E.I. Solid
Waste Inc. located in Arnold, Calif. Waste Connections then
self-disclosed to ARB inspectors that S.E.I vehicles were not
compliant with California's trash truck rules. "Solid waste
collection companies must do their part to ensure their fleets
make improvements to cut excessive diesel emissions," said

Clarifying Fresno Air Fine. The city of Fresno was recently in
the news as the result of a fine imposed by the California Air
Resources Board for technical violations of the agency’s diesel
emission test requirements. While this news item may have given
the impression the city has acted negligently in addressing air

Athens Fined By State For Air Pollution Violations. The
California Air Resources Board fined Industry-based Athens
Services $270,000 for diesel emissions violations, officials said
Monday. Athens was charged with failing to properly inspect
diesel vehicles between 2005 and 2006 and failing to install
emission regulators on its trash trucks. An investigation into
Athens' practices took place between 2004 and 2008. Posted.

Gasoline-Powered Blenders Draw Fines. State air quality
regulators fined companies in Orange County and Phoenix a
combined $240,000 for selling blenders powered by gasoline
engines that had not passed California air pollution
certification. The blenders, marketed for tail-gate parties and
other outdoor events, relied on small engines -- similar to chain
saw engines -- that run on a mixture of oil and gasoline. One
model confiscated by air quality officials operated with a
hand-grip throttle, similar to a motorcycle. Posted.

Obama Addresses U.N. Climate Summit, Warns Of 'Irreversible
Catastrophe'. He says the U.S. shares part of the blame for
global warming but is committed to the cause. He urges work
toward an agreement at the Copenhagen summit, though European

UN Climate Summit Puts China, India In Spotlight. At the U.N.'s
highest-level conference yet on climate change, China on Tuesday
pledged ambitious plans to plant enough forest to cover an area
the size of Norway and use 15 percent of its energy from
renewable sources within a decade. Chinese President Hu Jintao
also promised "determined and practical steps" to boost its

Japanese PM Pledges Deep Greenhouse Cuts. United Nations, (AP)
-- Japan's new prime minister is pledging a deep cut in
greenhouse gases blamed for climate change. Yukio Hatoyama told
world leaders gathered Tuesday a United Nations climate change
summit that his nation aims to make a 25 percent cut in

EPA Finalizes Greenhouse Gas Reporting. U.S. EPA today finalized
a nationwide system to require large sources of greenhouse gases
to report their emissions. The new rule will require about 10,000
facilities that emit about 85 percent of the nation's greenhouse
gases to begin to collect emissions data under a new reporting
system, EPA said. Suppliers of fossil fuels and industrial
greenhouse gases, motor vehicle and engine manufacturers and
other facilities that emit 25,000 metric tons or more of carbon
dioxide equivalent will be subject to the new requirements.

Conservation Organizations Oppose California Policy That Would
Give Carbon Credits for Forest Clearcutting. A coalition of
conservation groups today submitted a letter of opposition to a
rule proposed for adoption by the California Air Resources Board
later this month, urging the state agency to remove a provision
that could encourage forest clearcutting as part of California’s
efforts to reduce greenhouse gas emissions. The provision is part
of the forest project protocols that would guide the assessment

emissions are expected to post their biggest drop in more than 40
years this year as the global recession froze economic activity
and slashed energy use around the world. The decline comes as
