Top State Emitters Of Greenhouse Gases Face Fees. Sacramento --
Companies that produce large amounts of greenhouse gases will
have to pay new state fees under a decision made Friday - a key
step in California's far-reaching program aimed at slowing global
climate change. Right now the fees affect only about 350
companies, but experts say they are an important move in averting
some of the most catastrophic possible results of climate change.

Solo Hybrid Drivers May Lose Carpool Lane Privileges. Stickers
allowing them in HOV lanes expire Jan. 1, 2011, but only the most
economical may get extensions. The days may be numbered for
hybrid car owners who have enjoyed traveling solo in California's
carpool lanes. The stickers granting that privilege to 85,000
hybrid owners are set to expire Jan. 1, 2011. There are proposals
in Sacramento to extend the deadline, but they would exclude most
of the vehicles that originally qualified for the program, such
as the Toyota Prius, the Honda Civic hybrid and the original

Battle Brews In California Over Expanding Carpool-Lane Access.
One of California's most coveted motoring perks is up for grabs
again. The yellow decals that give nearly 85,000 solo drivers of
fuel-sipping hybrids – mainly Toyota Priuses – free access to the
state's carpool lanes are set to expire at the end of 2010. Now,
some lawmakers want the state to give out another round of the
stickers in January 2011 to boost sales of the next generation of

Diesel Emission Fines Generated In San Gabriel Valley Help Fund
Oakland-Based Program. When Industry-based Athens Services pays a
recent fine for trash trucks that violated state diesel emissions
laws, some of the money will help fund an Oakland-based community
college program. Along with being required to dole out $200,000
in penalties to the California Air Resources Board - the agency
that cited the Industry-based trash hauler - Athens must send a
$33,750 check to the Peralta Community College District in

Thermal Race Track Would Add Pollution, Kill Animals. While I
agree that more jobs are needed, I don't want the proposed race
track. Instead of a race track, that eastern part of the desert
should seek green jobs. Look at La Quinta, which used land from
an unused golf resort to make food. The race track claims it will
create jobs, but I think there will be few, with the money going

With Recession Causing Emissions Drop, Enviros Push For Tougher
Targets. A political storm is brewing over three percentage
points. As the U.S. Senate prepares to release major climate
legislation this week, environmentalists are pushing to increase
the bill's emission cuts by 2020. The climate bill that passed
the House in June called for cutting greenhouse gas emissions 17
percent below 2005 levels in the next decade, but the Senate
version authored by Sens. Barbara Boxer (D-Calif.) and John Kerry
(D-Mass.) could hike the number as high as 20 percent, according

Better Bulbs To Become A Tool In Cutting Fossil-Fuel Subsidies.
It's the wasteful habit the planet just can't shake: the
never-changing incandescent light bulb. Flipping the lights on
uses about a fifth of the world's electricity, according to the
International Energy Agency. These lights cause emissions equal
to those from 70 percent of the world's cars. And much of that is
driven by the incandescent light bulb, a paragon of energy waste

leaders last week to phase out fossil fuel subsidies in the
"medium term" is being cheered by environmentalists, but the
