Schwarzenegger Releases Some Bills; Plans New Water Special
Session. Gov. Arnold Schwarzenegger and lawmakers failed to reach
final agreement on ways to solve the state's water problems
Sunday, but the governor nevertheless released scores of bills
after concluding some progress had been made. Schwarzenegger's
action reversed a threat last week in which he vowed to kill "a
lot" of the 704 bills on his desk unless he and legislators

Schwarzenegger Signs Feed-In Tariff, Spate Of Enviro Bills.
California Gov. Arnold Schwarzenegger (R) signed a number of
environment-related bills today, including a feed-in tariff and a
law barring the state from introducing time-variable electricity
rates until 2013. Schwarzenegger had threatened to veto about 700
bills unless state lawmakers reached a deal on repairs to the
state's aging water system. Lawmakers are meeting today in a
special session to consider a water bond and other measures.

Cool Air Reduces Bay Area Smog This Year. Bay Area residents
breathed cleaner air this year as cooler summer temperatures
produced fewer smoggy days. Ozone, the irritant in smog that
stings eyes and lungs, violated the federal public health
standard in the nine-county region on eight days this year,
compared with 12 days in 2008, the region's air pollution agency

Climate Models Miss A Nitrogen Deficiency That May Accelerate
Warming. Carbon dioxide isn't as good a plant fertilizer as many
climate models predict, according to a new Department of Energy
study. The finding means that global warming could turn out worse
than expected. Plants breathe in carbon dioxide, just as people
inhale oxygen. As a result, mounting atmospheric CO2 levels will
accelerate plant growth, most climate models show. This

CARB Fines Company For Not Reporting Cargo Handling Equipment.
The California Air Resources Board has fined one port cargo mover
for failing to report engine information. APL Eagle Marine
Services was fined $35,625 after a CARB investigation allegedly
revealed the company failed to properly report its diesel-powered
cargo handling equipment at terminals at the Port of Oakland and

Rare Events: BBC Questions Global Warming And Gore Takes
Questions. In the climate change world late last week, there were
two uncommon events.bFirst, the BBC uncharacteristically
published an article titled “What happened to global warming? ”
The article by BBC climate correspondent, Paul Hudson, notes,
among other things, that the warmest year on record was 1998, not
2007 or 2008, and the climate models did not predict this fact.
This is noteworthy because during the past 11 years man-made CO2

Tall ship Lady Washington Needs Cleaner Engine. Aberdeen,

Oakland Port To Ban Older Trucks. The Oakland Board of Port
Commissioners last week adopted a strict truck ban effective Jan.
1, 2010. Drayage trucks with engine year models earlier than 1994
will be banned at the Oakland seaport, and drayage trucks with
engine year models between 1994 and 2003 have to be retrofitted
with diesel particulate filters to enter Port of Oakland maritime

California to Charge Fee for Emissions. Beginning late next
year, California pollution regulators will charge companies for
emitting greenhouse gases. The statewide fee — believed to be the
first in the country — will help California pay for the
monitoring and regulation of its carbon emissions required by its
climate change law. Under that law, the state must slash its

Obama Inaction On Climate Change Frustrating. John Kerry met
with Obama saying he wants to "hear from him directly" on Climate
Change. "The bottom line is there's no way to negotiate a bill
like this without the involvement of the Administration that

Road Pricing To Beat Climate Change. Road pricing should be
introduced to beat climate change states a new report. A new
report from The Committee on Climate Change suggests that,
amongst other measures, road pricing should be introduced into
the UK in order to reduce driving and thus help to beat climate
change. The Committee on Climate Change said the Government is
unlikely to be able to meet the target to cut greenhouse gas
emissions by at least 34 per cent by 2020 unless there is a
radical step change in power generation, transport and homes.

Conservatives And Global Warming: Liberal Beyond A Reasonable
Drought. In the Friday segment of “Real Time with Bill Maher”,
Bill did a commentary with the clever title “Beyond a reasonable
drought.” It was a blistering indictment of Republican party
skeptics, and Maher said that they should "stop pretending
climate change is a future problem." In the past, Maher has asked

BBC: Global Warming Stopped in 1998. I am indebted to Tory Bear
for pointing out a startling little article online at the BBC.
For some strange reason it didn’t get much fanfare at the
corporation, which is a shame because it does merit reading. Paul
Hudson, the Beeb’s climate correspondent, writes under the
headline “What happened to Global Warming?” “This headline may
come as a bit of surprise, so too might that fact that the
warmest year recorded globally was not in 2008, 0r 2007, but in

The World Needs More CO2, Not Less. Leighton Steward, author of
