OPINION: Clearing The Air.   ‘Cool cars’ backfire,” Editorial,
Nov. 8 Re “
You mischaracterize the California Air Resources Board's (CARB)
new standard to reduce air conditioning use in cars. The standard
is performance-based and allows automakers to develop their own
approach to meet the targets. Five automakers already offer "cool
windows" technology as a standard feature without interfering
with cellphone or GPS use. Pittsburgh Glass Works, Guardian
Industries and 3M are already commercializing new products that

OPINION: The Times Makes A Very Insightful Observation About The
CARB Regulation: "Don't mandate specific technologies, just set
broad standards and let manufacturers or polluters figure out how
to meet them." What The Times misses is that this approach has
been going on for years. As far back as 2005, CARB has affected
international shipping by dictating specific technologies and
fuels rather than limiting emissions. This approach creates a
disincentive for innovation, a competitive disadvantage for the
goods-movement industry in California and uncertainty for the

So You Want A Green Career? The giant push for eco-friendly
practices has created job opportunities for those with little or
no experience. Although the recession has emptied shopping malls
and filled jobless centers, the call has only gotten louder for
renewable energy, environmentally gentle products and
eco-friendly practices -- and for people to make all of that
happen. President Obama has said that he hopes to create 5
million green jobs within a decade. The U.S. Conference of Mayors
estimates that the "green economy" could account for as much as

Nissan Is Turning Over A New Zero-Emission Leaf. The electric
car, which made its U.S. debut Friday in L.A., is set to go on
sale in select markets in the U.S., Europe and Japan next year
and go global in 2012. On the vast expanse of asphalt outside

are taking seriously some of the seemingly crazy proposals of
geo-engineering. One suggestion: Launch a million tiny mirrors

Railway Equipment Co. based out of Illinois, is producing new
"ultra low emissions locomotives" that produce far less toxic and

Brazil: Emissions Cut Is Pledged. Brazil will try for a minimum
reduction of 36 percent in its greenhouse gas emissions from
projected levels in 2020, the government said Friday, pledging a
deep cut weeks before a United Nations climate summit meeting.
The pledge, while not binding, aims to encourage other nations to
adopt aggressive cuts and make a global deal more likely at the

Drop In Nevada Carbon Dioxide Emissions Reported. Las Vegas—An
environmental advocacy group says carbon dioxide emissions in
Nevada fell 12.5 percent from 2004 to 2007. Environment Nevada
released a report Thursday attributing the decrease in emissions
to the shutdown of a coal-fired power plant near Laughlin. The
group also reported decreases in emissions in the residential,

awarded more than $3.2 million in grant funding to study ice

Hawaii's Famed White Sandy Beaches Are Shrinking. Kailua,
Hawaii—Jenn Boneza remembers when the white sandy beach near the

_Ticks that transmit Lyme disease are spreading northward into

New Greenpeace Chief Has Fought Apartheid, Poverty.

smoking in New York City has grown so quickly that no place seems

California’s Green Car Roadmap to 2050. One hundred percent of
car sales will be zero emission vehicles in 2050. That’s the
vision of the California Air Resources Board, explained in a
meeting in late October to review the state's zero emission
vehicle (ZEV) strategy. At the meeting, the agency outlined the
roadmap for getting there. What’s the basis of the CARB plan?

that world leaders have abandoned any hope of reaching an
agreement at December's meeting of the great and the good to
