What Are The Largest Sources Of Global Warming Emissions In
California? The list is out. When it comes to global warming,
California has started keeping score. The state Air Resources
Board last week finished tallying and made public the list of the
largest greenhouse gas emitters in the state, and two East Bay
refineries sit atop the list. The first-of-its-kind rankings show
that oil refineries, power plants and cement plants lead all
industrial facilities statewide in pumping out carbon dioxide, a
byproduct of burning fossil fuels that has been building up in
the Earth's atmosphere in increasing concentrations. Posted.

California Cap-And-Trade Reporting: How’s That Going? The
California Air Resources Board says 591 out of 605 facilities
that are required to report their greenhouse gas emissions
completed the reports in 2008, and CARB staff is “working with
the remaining facilities” to complete their reporting by
December. California’s Cap and Trade program is part of the
state’s Global Warming Solutions Act that Gov. Arnold
Schwarzenegger signed in 2006. Several of CARB’s emissions-based
programs, including cap and trade and cash for clunkers, have
been implemented or proposed at the federal level. Posted.

Study Sees Transit Saving Californians' Energy, Cutting
Greenhouse Gas. A New Study says Californians could save billions
each year and cut greenhouse gas emissions by developing
neighborhoods within easy access of public transportation. The
study – "Windfall for All: How Connected, Convenient
Neighborhoods Can Protect Our Climate and Safeguard California's
Economy" – was conducted by Oakland-based TransForm, formerly the
Transportation and Land Use Coalition. TransForm is a coalition
that includes nonprofits, environmental advocates and labor
unions. Posted.

Mixed Results For 'Clunkers' In Capital Area. In The Sacramento
Region, "Cash For Clunkers" Translated Into "Trade That Old
Domestic Car For A Foreign Brand." The federal program aimed at
improving air quality while benefiting U.S. automakers largely
missed at least one of its marks locally. Eight of the 10 most
popular local trade-ins during Cash for Clunkers were built by
U.S. automakers, a Bee review of new federal data shows. All of
the 10 most popular vehicles purchased locally with vouchers from
the program were built by Japanese or Korean outfits. Posted.

Editorial: Grant Port Of Oakland Truckers an Extension.
SOMETHING HAD to be done to reduce the toxic emissions from
trucks that pick up and deliver cargo to ports throughout the
state. For far too long, truck emissions have put residents who
live near ports — as well as truckers themselves — at greater
risk of developing asthma, cancer and other respiratory ailments.

Oakland Port Grants Exhausted. One thousand truckers in
California’s Port of Oakland have learned they won’t get grants
to upgrade their trucks for the port’s Jan. 1 deadline, but state
officials are trying to help operators obtain loans and offer
career assistance. Posted.

Calif. Air Board May Rethink Diesel Retrofit Rules. The
California Air Resources Board (CARB) may take another look at
diesel retrofit rules adopted a year ago because the lead
researcher overstated his credentials. One San Diego member of
the board says he would support a new study. Posted.

Editorial: The Air Board’s Shame / Staff Never Revealed Internal
Scandal Before Crucial Vote. On Dec. 12, 2008, the California Air
Resources Board unanimously approved groundbreaking new rules
governing diesel emissions. Members rejected complaints from the
trucking industry about their heavy cost and from some academics
who said CARB grossly exaggerated the health risk posed by the
emissions. Posted.

LOIS HENRY: Lies Tarnish Air Boards Credibility. It's not the
lie, it's the cover up that'll get you. How many times does this
wisdom have to be pounded into the heads of bureaucrats? The
scandal over how a lead researcher behind California's new diesel
truck rules lied about his credentials continues to grow. Posted.

Climate Is `In More Trouble Than We Thought'. Washington - Since
the 1997 international accord to fight global warming, climate
change has worsened and accelerated - beyond some of the grimmest
of warnings made back then. As the world has talked for a dozen
years about what to do next, new ship passages opened through the
once frozen summer sea ice of the Arctic. In Greenland and
Antarctica, ice sheets have lost trillions of tons of ice.
Mountain glaciers in Europe, South America, Asia and Africa are
shrinking faster than before. Posted.

UN Says Greenhouse Gases Reach Record High In 2008.
Geneva—Greenhouse gases in the Earth's atmosphere reached record
highs in 2008, with carbon dioxide levels increasing faster than
previously, the U.N. weather agency said Friday.
Levels of greenhouse gases, believed to be responsible for
global warming, have been rising every year since detailed
records started being kept in 1998, the World Meteorological
Organization said. Posted.

Editorial: Economics, Not Threats, Key To Fighting Global
Warming. AT FIRST GLANCE, Tuesday's agreement between President
Barack Obama and Chinese President Hu Jintao to promote green
technology might appear to be a major step toward reducing carbon
dioxide emissions in an effort to combat global warming. It was

National forests can be used as a carbon "sink" with vast numbers
of trees absorbing carbon dioxide to help slow global warming,
the Forest Service chief said Wednesday, but that goal must be
balanced. Posted.

whether it can meet international expectations and offer to
reduce greenhouse gas emissions by a certain amount in the next
decade. Posted.

vehicles featured better fuel economy and emitted less CO2 for
the fifth year in a row, U.S. EPA said in an annual report on
