arbcombo -- Drayage Truck Regulation: Limited Compliance Extension for Certain Incentive Funded Trucks

The California Air Resources Board (ARB) has issued an advisory on the drayage truck rule that allows certain existing trucks in the funding pipeline for Proposition 1B or closely related incentives a temporary extension to continue operating the existing truck at ports and rail yards until the retrofit device or new truck is operational – or until April 30, 2010 – whichever comes first. Truck owners and the local air districts/port implementing the designated incentive programs must take action by December 4, 2009 to qualify. ARB staff will issue a sticker by the end of 2009 to owners of drayage trucks receiving this extension and reflect the extension status in the State’s Drayage Truck Registry. The first emission requirement of the Drayage Truck Regulation takes effect in January 2010, at which time, drayage trucks need to meet emission standards based upon the truck’s engine model year. In many cases, a drayage truck will need to be replaced or retrofitted with a particulate matter filter. Due to delays in the availability of expected State bond funds, local agencies have been unable to approve and fund grant applications for drayage truck incentives under Prop. 1B and closely related programs until late 2009. This has delayed completion of truck replacements and retrofits using these funds. This temporary extension for a limited number of trucks provides sufficient time to complete the upgrades, while ensuring that the current fleet of more than 9,000 clean California-based trucks serving ports and rail yards continues to grow.
