Editorial: Deception Sets Back New Diesel Rules. Whether and
when California should impose sweeping new rules on diesel
emissions is a political and scientific issue that has been made
more difficult by a blatant deception, a state statistician's lie
about having received a doctorate in statistics from the
University of California-Davis. Discovery that Hien Tran actually
received his Ph.D. from a storefront diploma mill probably will
postpone enactment of the new diesel rules, which is unfortunate.

Board Outlines Rules On Use Of Tier 2 Engines To Comply With TRU
ATCM. The California Air Resources Board’s (CARB) Transport
Refrigeration Unit (TRU) Airborne Toxic Control Measure (ATCM)
requires all TRUs that operate in California to meet in-use
performance standards by December 31st of the seventh year after
the engine model year. Several compliance options are available,
such as retrofitting the engine with the required level of
verified diesel emission control strategy or using an alternative
technology in a way that eliminates the TRU engine operation at

The Major Players In The Copenhagen Talks And Their Positions.
As worldwide U.N. climate change talks get under way in
Copenhagen, every major greenhouse gas-polluting country in the
world will put forward a proposal to cut or curb emissions.
Needless to say, there will be a wide spectrum of approaches. Few
countries have had much positive to say about one another's
goals, and that's part of the strategy these next two weeks as
negotiators sweet-talk, horse-trade and joust over the details of
what may someday become a new international global warming

EPA Ruling Allows Greenhouse Gas Emissions To Be Regulated. The
Environmental Protection Agency issued a long-expected ruling
Monday that greenhouse gases threaten public health, giving the
Obama administration power to regulate smokestack and tailpipe
emissions that feed global warming. Coming near the start of the
international climate change conference now underway in
Copenhagen, some experts said the ruling tells the other
conference participants the U.S. can now control emissions
whether or not the U.S. Congress passes legislative caps.

Sacramento Biofuel Institute Gets Federal Funds. Sacramento's
Renewable Energy Institute International has received a $20
million economic stimulus grant from the U.S. Department of
Energy to demonstrate a new way to turn crop residues and wood
waste into diesel fuel. Although REII is headquartered in
McClellan Park, the "biorefinery" will be built in Ohio at the

EPA Climate Finding Could Spark New Legal Struggles. It's
official. Carbon dioxide and five other greenhouse gases are
pollutants under the law, U.S. EPA has ruled in a pivotal
decision first set in motion by a petition more than 10 years

Nissan And San Francisco To Set Up Electric Vehicle Charging
Network. San Francisco - Nissan North America's nationwide tour
to promote its forthcoming electric sedan, the Leaf, cruised
through the Bay Area yesterday, stopping long enough to sign an
agreement with San Francisco Mayor Gavin Newsom (D) on developing
a local charging infrastructure here. The plan is to collaborate
on a network of residential charging stations that Nissan hopes
will ease consumer fears about electric cars and how to fuel
