California’s government set aside $3 million for grants to help truckers at the Port of Oakland buy diesel soot filters, which are required by Jan. 1. The Air Resources Board, part of California’s Environmental Protection Agency, freed up the money, since many truckers at the port had their grant requests denied when state funding ran out. Air pollution at the Port of Long Beach fell significantly from 2005 to 2008, according to a new air quality study commissioned by the port. Diesel particulate matter from ships, trucks, trains and other port-related sources fell 21 percent over the three-year period, said the 2008 Air Emissions Inventory. The study also showed a 12 percent decline in smog-forming nitrogen oxides and an 18 percent drop in sulfur oxides. Greenhouse gases were cut by 7 percent, the study said. The Valley air board this month adopted California's first guidelines for greenhouse-gas reduction on new development, but the state Attorney General's Office questions whether they will hold up in court. Earlier this month local planners were invited to a presentation in Napa by the Association of Bay Area Governments to explain the impact of SB 375, passed by the California legislature last year.
