State Air Board Must Clean Its Own House. The California Air
Resources Board recently threw out a tainted study about the
health effects of diesel truck emissions after it was disclosed
that the author of the report had lied about his academic
credentials. CARB officials had known since December 2008 that
the researcher had falsified his credentials, but did not tell

CARB Provides More Funding. The California Air Resources Board
on Dec. 31 announced an additional $8 million in compliance
assistance funding that, combined with recent $3 million in
funding, will partly pay for more than 1,200 retrofits and more

11 States to Adopt California’s Low Carbon Fuel Standard. Eleven
states plan to adopt California’s Low Carbon Fuel Standard
(LCFS), according to California Governor Arnold Schwarzenegger,
reports China View. The announcement was made nearly a year to
date after the 11 states revealed plans to develop a regional
“Low Carbon Fuel Standard” to reduce the carbon content in fuels

CLIMATE: White House May Issue Order To Expand NEPA. The Obama
administration may soon issue an executive order adding climate
change to the list of factors federal agencies must take into
account when evaluating projects and policies. Environmentalists
have pushed for the expansion of the 40-year-old National
Environmental Policy Act (NEPA), which currently requires
agencies to consider environmental factors such as land use,

Reno Agencies Try To Stem Rodeo Pollution. Reno, Nev.—Officials
in Reno are beginning to make plans to trap and treat animal
waste from the annual Reno Rodeo in June. The Truckee Meadows
Water Authority is putting up $75,000 from its Truckee River
Fund, while the Reno-Sparks Convention & Visitors Authority is
chipping in $10,000. Reno city officials will put in $15,000

California Climate Law Faces Opposition. Four years after
California’s Gov. Arnold Schwarzenegger signed off on the
nation’s furthest-reaching global-warming law, a campaign is
heating up to keep it from taking effect. In the latest salvo,
Dan Logue, a Republican assemblyman, has announced that he will
start collecting signatures next month in support of a November
2010 ballot initiative that would suspend the law until
