Francisco -- The leading Republican candidate to replace Arnold
Schwarzenegger as governor of California is sticking by her
promise to suspend the state's global warming law for one year if
elected in November, a campaign aide said yesterday. Meg Whitman,
former CEO of eBay, intends to make suspension of A.B. 32 a
prominent part of her pitch to focus on job creation heading into
the June 8 GOP primary, when she will face off against state
Insurance Commissioner Steve Poizner and former Rep. Tom

Schwarzenegger To Propose Spending $500 Million For Worker
Training. The funding is part of a five-pronged plan aimed at
helping recession-battered California. But legislative Democrats
and Republicans may find some parts hard to agree on. Gov. Arnold
Schwarzenegger today will lay out plans to spend $500 million on
worker training in an effort to create 100,000 jobs, along with
other measures to stimulate the economy, as a centerpiece of his
policy agenda for his final year in office. Schwarzenegger is set
to announce the proposal this morning in his last State of the
State address to lawmakers, in an attempt to stem the bleeding of
jobs in a state that had a November unemployment rate of 12.3%.

No Cap-And-Trade Consensus In Sight, Bingaman Says. A bill to
reduce greenhouse gas emissions is unlikely to pass Congress this
year, the chairman of the Senate Energy and Natural Resources
Committee said yesterday. There's no agreement on the details of
a cap-and-trade system, said panel Chairman Jeff Bingaman
(D-N.M.). If Congress doesn't move forward, emission reductions
will be forced by federal regulators, ultimately driving up
utility rates, he said. Until consensus is reached, Bingaman is
pushing renewable energy technologies by expanding a $2.3 billion

PostCarbon. New research led by the U.S. Geological Survey
provides more evidence that the Arctic will be ice-free in the
summertime within a matter of decades. Former vice president Al
Gore provoked a flap a couple of weeks ago in Copenhagen when he
suggested there was a 75 percent chance summer sea ice in the
Arctic would disappear within five to seven years, and the
scientist whose research he cited said there's no way to predict

Chico City Council Rekindles Burning-Ban Effort. Chico -- The
Chico City Council will pursue a mandatory no-wood-burning
ordinance, reigniting a Butte County Air Quality District effort
that failed last fall. In September, a proposal came before the
air quality board to prohibit the use of older wood-burning
stoves on days when wood smoke pollution is high. The ordinance
failed, despite studies by the California Air Resources Board
indicating Butte County and Chico fail to meet state and federal

California School District Goes Solar In 2010. Whether or not
you believe that climate change will bring us all to the brink of
extinction or whether or not you think renewable energy is too
complicated or too expensive, renewable energy projects continue
to get funding. Which in my opinion is a good thing. Seriously,
I’m curious as to why the government worries itself over
allegedly monopolistic behavior by the technology industry and
then it turns around and supports policies that reinforce
policies that encourage a veritable monopoly on energy sources by
the oil and gas industry. Posted.
