Commercial Harbor Craft Regulation Advisory - Initial Report and Annual Record Keeping. The California Air Resources Board (ARB) has released a Commercial Harbor Craft Regulatory Advisory. This advisory clarifies ARB’s Commercial Harbor Craft Regulation Initial Report and Annual Record Keeping requirements. The initial report was one time requirement; ARB doesn’t require vessel engine owners and operators to submit a yearly report.
