California Aims For Permit Auction In Cap-And-Trade. Top climate
regulator aims for 100 percent auction goal. Los Angeles -
California is aiming to auction off all its permits to emit
greenhouse gases -- rather than give them away -- in its
cap-and-trade program, but how quickly it will reach that target
is still unclear, the state's chief climate regulator said on
Monday. "That's the goal," said California Air Resources Board
chair Mary Nichols, referring to the goal of 100 percent auction
of permits. "The question is when do you begin and how quickly do
you ramp up," Nichols told Reuters on the sidelines of an

EPA Sets A New Standard For A Pollutant Found Near Heavy
Traffic. The Obama administration on Monday set a new health
standard for short-term exposure to nitrogen dioxide, a pollutant
that's particularly harmful to people with respiratory illnesses

Diesel Emission Rules Still Under Question. The California Air
Resources Board hinted last month that it is willing to relax the
implementation of emission reduction standards at its' April
meeting. So between now and then, some truckers are trying to
keep the heat on. “If they only get 30,000 miles on the truck,
it's not prudent, but a third as much as a truck getting 100,000

New Anti-Smog Restrictions Could Warm Planet. The Environmental
Protection Agency's proposal to tighten the ozone standard for
smog will have an unfortunate side effect: Because of a quirk of
atmospheric chemistry, those measures will hasten global warming.
There's no question that smog is a hazard that deserves
attention. Lydia Wegman of the EPA says the new ozone limits

Mojave Desert Air Quality District Opposes Climate Change Law.
Fearing California climate change regulations will cripple an
already-floundering economy, regional air quality officials
agreed Monday to oppose the state mandate to reduce greenhouse
gases. The Mojave Desert Air Quality Management District
Governing Board unanimously voted to send a letter to Sacramento
urging Gov. Arnold Schwarzenegger to suspend and the state

Pentagon To List Warming As A 'Destabilizing' Force – Report.
When the Pentagon unveils its quadrennial defense review next
week, the planning document is expected to describe a disordered
global security picture that will for the first time identify
climate change as a factor likely to destabilize weak
governments, researchers close to the process said yesterday.
Christine Parthemore and Will Rogers, in a preview of the review
published by the Center for a New American Security yesterday,
said their interactions with the drafters of the review indicate

Intel Tops Expanding EPA 'Green Power' List. Computer chip maker
Intel Corp. tops a list of companies and local governments that
have agreed to spend more money on "green power" projects
designed to cut carbon dioxide emissions from household
electricity use. Santa Clara, Calif.-based Intel yesterday
announced it has increased its stockpile of renewable energy
credits by 10 percent, an effort that now includes 51 percent of

Scientists Pinpoint Molecule That Removes CO2 From Air.
Researchers have discovered a complex molecule containing copper
atoms that can suck carbon dioxide directly from the air. The
research, published in Science, highlights the molecule as an
attractive way to capture CO2 and combat global warming. In
addition to removing CO2, the molecule creates useful chemical
byproducts and can return to its original state to repeat the
process. But the method is impractical for large-scale climate

Warming. Climate scientists may be underestimating the amount of
warming in the Canadian Arctic because they have been working
with a declining number of samples from weather stations across
the region, according to Canada's environment agency. The number
of local stations included in the global database of surface
temperatures culled by the U.S. National Oceanic and Atmospheric
Administration from the World Meteorological Organization's raw
data has dropped off in recent years, potentially affecting
scientists' understanding of climate change in critically

have developed a model for predicting methane emissions from
wetlands, which may improve understanding of climate change.
Atmospheric methane accounts for some 20 percent of greenhouse
gas heating. Scientists have solid knowledge of methane levels
produced by landfills, livestock and fossil fuels, but wetlands
-- which are responsible for 70 percent of methane emissions from

21 social and economic issues, global warming ranks last as a top
priority to Americans, who view it as increasingly less urgent,
according to an annual survey released Monday by the Pew Research
Center for People & the Press.r Just 28% of the 1,504 adults
surveyed consider "dealing with global warming" a top priority,
down from 38% three years ago.  "Such a low ranking," Pew
reports, "is driven in part by indifference among Republicans:

Methane Causes Vicious Cycle In Global Warming. Carbon dioxide
is the gas we most associate with global warming, but methane gas
also plays an important role. For reasons that are not well
understood, methane gas stopped increasing in the atmosphere in
the 1990s. But now it appears to be once again on the rise.
Scientists are trying to understand why — and what to do about
