Top climate regulator aims for 100 percent auction goal. Los Angeles - California is aiming to auction off all its permits to emit greenhouse gases -- rather than give them away -- in its cap-and-trade program, but how quickly it will reach that target is still unclear, the state's chief climate regulator said on Monday. "That's the goal," said California Air Resources Board chair Mary Nichols, referring to the goal of 100 percent auction of permits. "The question is when do you begin and how quickly do you ramp up," Nichols told Reuters on the sidelines of an environmental conference in Los Angeles. The California Air Resources Board hinted last month that it is willing to relax the implementation of emission reduction standards at its' April meeting. So between now and then, some truckers are trying to keep the heat on. “If they only get 30,000 miles on the truck, it's not prudent, but a third as much as a truck getting 100,000 miles," said Skip Brown with Delta Construction. The Environmental Protection Agency's proposal to tighten the ozone standard for smog will have an unfortunate side effect: Because of a quirk of atmospheric chemistry, those measures will hasten global warming. There's no question that smog is a hazard that deserves attention. Lydia Wegman of the EPA says the new ozone limits would have significant health benefits. A briefing on the city of Chico's movement toward mandatory wood fire rules next winter will be presented Thursday to the Butte County Air Quality Management District board. No formal action is being asked of the board. Posted. http://www.contracostatimes.com/california/ci_14269075 Implementation Group Looking For Real Solutions. A more accurate headline for the Jan. 17 article, "Group's 'green' facade crumbles" would have been "Attempted smear of climate change watchdog group fails miserably." The AB 32 Implementation Group represents almost 200 diverse stakeholders, including the Kern County Taxpayers Association, who are constructively engaged in the public process of crafting policies that will help achieve the goals of California's Global Warming Solutions Act without bankrupting the families and businesses already struggling to survive a prolonged recession and record-high unemployment. Fearing California climate change regulations will cripple an already-floundering economy, regional air quality officials agreed Monday to oppose the state mandate to reduce greenhouse gases. The Mojave Desert Air Quality Management District Governing Board unanimously voted to send a letter to Sacramento urging Gov. Arnold Schwarzenegger to suspend and the state Legislature to repeal Assembly Bill 32. If one were to judge the fate of climate legislation based solely on public polling, it would appear that it is only a matter of time before the bill easily cruises through Congress and arrives on the president's desk. Climate change leaders from the United States, Mexico and the European Union said yesterday that they want a legally binding global warming agreement by the end of the year, but raised more questions than answers about what it might look like. One thing, though, appears certain. The Copenhagen Accord -- the three-page blueprint that world leaders produced in Denmark last year -- is nowhere near complete enough to be fashioned into a climate treaty." There must be a next stage," said U.S. deputy climate envoy Jonathan Pershing. "Twelve paragraphs do not make for an adequate and comprehensive agreement." Carmakers shared different visions yesterday of how quickly battery-powered cars will take off, but they didn't mention a carbon price as a major factor. Whether they represented startup companies, industry groups or major auto companies, executives at a congressional summit yesterday pointed to other factors -- technology improvements, government incentives and consumer consciousness -- as the main drivers of the electric car, with climate policy getting nary a mention. When the Pentagon unveils its quadrennial defense review next week, the planning document is expected to describe a disordered global security picture that will for the first time identify climate change as a factor likely to destabilize weak governments, researchers close to the process said yesterday. Christine Parthemore and Will Rogers, in a preview of the review published by the Center for a New American Security yesterday, said their interactions with the drafters of the review indicate that the Pentagon has started to take global warming seriously as a national security threat. Computer chip maker Intel Corp. tops a list of companies and local governments that have agreed to spend more money on "green power" projects designed to cut carbon dioxide emissions from household electricity use. Santa Clara, Calif.-based Intel yesterday announced it has increased its stockpile of renewable energy credits by 10 percent, an effort that now includes 51 percent of the company's total electricity use. Researchers have discovered a complex molecule containing copper atoms that can suck carbon dioxide directly from the air. The research, published in Science, highlights the molecule as an attractive way to capture CO2 and combat global warming. In addition to removing CO2, the molecule creates useful chemical byproducts and can return to its original state to repeat the process. But the method is impractical for large-scale climate engineering, according to the researchers. Posted. http://www.eenews.net/climatewire/print/2010/01/26/7 Limited Climate Change Data Could Affect Understanding Of Warming. Climate scientists may be underestimating the amount of warming in the Canadian Arctic because they have been working with a declining number of samples from weather stations across the region, according to Canada's environment agency. The number of local stations included in the global database of surface temperatures culled by the U.S. National Oceanic and Atmospheric Administration from the World Meteorological Organization's raw data has dropped off in recent years, potentially affecting scientists' understanding of climate change in critically sensitive regions. Posted. http://www.eenews.net/climatewire/print/2010/01/26/8 Model Predicts Wetlands' Methane Impact On Warming. Scientists have developed a model for predicting methane emissions from wetlands, which may improve understanding of climate change. Atmospheric methane accounts for some 20 percent of greenhouse gas heating. Scientists have solid knowledge of methane levels produced by landfills, livestock and fossil fuels, but wetlands -- which are responsible for 70 percent of methane emissions from natural sources -- are poorly understood. Now for the ‘But.’ That the hole in Earth’s ozone layer is slowly mending is considered a big victory for environmental policy makers. But in a new report, scientists say there is a downside: its repair may contribute to global warming. Among 21 social and economic issues, global warming ranks last as a top priority to Americans, who view it as increasingly less urgent, according to an annual survey released Monday by the Pew Research Center for People & the Press.r Just 28% of the 1,504 adults surveyed consider "dealing with global warming" a top priority, down from 38% three years ago. "Such a low ranking," Pew reports, "is driven in part by indifference among Republicans: just 11% consider global warming a top priority, compared with 43% of Democrats and 25% of independents." Carbon dioxide is the gas we most associate with global warming, but methane gas also plays an important role. For reasons that are not well understood, methane gas stopped increasing in the atmosphere in the 1990s. But now it appears to be once again on the rise. Scientists are trying to understand why — and what to do about it. Methane gas comes from all sorts of sources including wetlands, rice paddies, cow tummies, coal mines, garbage dumps and even termites. Re "Competition strong to lure green tech" (Page A1, Jan. 18): Jim Downing's story should erase any shred of doubt about the value of California's global warming laws in rebuilding our economy. Downing notes how government incentives have played a large role in growing the green tech industry. Federal funding has greased the wheels for job growth in Sacramento, because of local initiative in meeting the statewide renewable energy and efficiency standards. Posted. http://www.sacbee.com/opinion/story/2488938-p2.html Editorial: Sacramento In Denial. Even Congress Figures Out Green Regulation’s Downside. The U.S. Labor Department report last week on December unemployment included still more grim news for California. The state had the nation’s biggest losses, with a net decline of 38,800 positions. Yet its unemployment rate stayed steady at 12.4 percent for a perverse reason: 106,000 state residents gave up looking for work. Contemplating the depth of the recession, California’s most popular politician last week had the common sense to change her mind on a related big issue: how to regulate the emissions believed to cause global warming. London -- At the age of 52, Israeli-born Benny Peiser has become something of an institution in the combat-prone world of climate change politics. He is welcomed warmly by the skeptics and is rejected with equal fervor by the mainstream environmental movement. Peiser's CCNet climate news service has become required reading in recent years -- not least of all to find out what the skeptics are saying -- with close to 8,000 subscribers, including many U.S. scientists.
