Suit Seeks To Halt New Low Carbon Fuel Rules. STANDARD CALLED
UNCONSTITUTIONAL. The oil and trucking industry sued to block
California's new carbon fuel regulations Tuesday, saying the
rules will raise costs but do little to reduce greenhouse gas
emissions. In a lawsuit filed in U.S. District Court in Fresno,
lobbyists for oil refiners, truckers and other groups charged
that the state's "low carbon fuel standard" is unconstitutional.
While not as well known as AB 32, the state's landmark
climate-change legislation, the fuel standard is an important
element of California's attempt to fight global warming. Posted.

Picarro Analyzers To Monitor Calif. Emissions. Picarro Inc.,
maker of gas analyzers for use in emissions monitoring, announced
Wednesday that the California Air Resources Board (CARB) has
purchased seven of its gas analyzers to help quantify emissions
of greenhouse gases in the state. The Sunnyvale Company’s
analyzers will be used by CARB to measure methane emissions as
part of the fulfillment of a mandate under California State Law
AB 32, signed by Gov. Arnold Schwarzenegger in 2006. Posted.

Obama Kicks Biofuel Strategy Into Higher Gear. The president
will outline a new effort to increase the nation's use of
crop-based fuels. An earlier plan, mired down by the financial
crisis and other factors, wasn't up to snuff, officials say.
Washington. The Obama administration today will unveil a revamped
strategy to ramp up the nation's use of biofuel in hopes of
fixing a government effort that officials admit has fallen short
in its attempts to wean cars and trucks away from fossil fuels
and move toward ethanol, biodiesel and other crop-based fuels.

Letter: California Is Killing The Diesel Truck. In 2008, the
California Air Resources Board (CARB) passed sweeping regulations
concerning commercial diesel trucks with a gross rating of 14,500
pounds and greater. These regulations go in effect this year for
fleets; individual owners have four more years. Full-sized diesel
pickup trucks are included. If you have a 2009 or older diesel
pickup truck, it has an “expiration date.” Models from 2007 to
2009 can operate in California until 2023. Posted.

Measure B Dealt Crushing Defeat In Alameda. Alameda — Voters
have overwhelmingly rejected a ballot measure that would have
cleared the way for the massive redevelopment of the former
Alameda Naval Air Station. Nearly 85 percent of them said "no"
Tuesday to what SunCal Companies suggested as the future of the
former base. SunCal proposed to build about 4,500 new housing
units and 3,182,000 square feet of commercial space, as well as a

UPDATE: Alon CEO:Refining Utilization Near Bottom At About 80%.
New York -Alon USA Energy Inc. (ALJ) Chief Executive Jeff Morris
said Tuesday the refining industry is hovering at a cyclical
bottom, though more plant closures could be ahead. "I am
cautiously optimistic that utilization is near the bottom,"
Morris said at the Credit Suisse Group Energy Summit in Vail,
Colo. Industrial demand is showing signs of a slow recovery and
should boost demand for diesel, which is used for transporting

OPINION: Time To Ban This Health Threat: Leaf Blowers. ‘‘Avoid
using leaf blowers and other dust-producing equipment to cut down
particulate matter,” recommends the California Air Resources
Board. Why? Simply put, leaf blowers kill. “Approximately 65,000
premature deaths from cardiopulmonary causes may be attributable
to particulate air pollution each year,” according to the Natural
Resources Defense Council. That's only people. Leaf blowers also
kill bees, butterflies, insects, plants and wildlife. They are

EPA On Track To Release Automobile, 'Tailoring' Rules In March.
Arlington, Va. -- U.S. EPA's air chief said today the agency
would roll out greenhouse gas emission standards for automobiles
and the "tailoring" rule for the heat-trapping gases next month
after considering a raft of public comments. "We are furiously
ensuring that we get the light-duty vehicle out and ready in
March," Assistant Administrator Gina McCarthy told an agency
advisory panel at a meeting here. "There is no hesitation about

EPA Faces Lawsuits Over Pesticide Harms, Soot. San Francisco,
California - The nonprofit Center for Biological Diversity has
put the U.S. EPA on notice that it intends to sue the agency for
failing to adequately evaluate and regulate nearly 400 pesticides
harmful to hundreds of endangered species across the country as
well as human beings. In a second letter notifying the agency of
a separate intent to sue, the Center claims EPA has failed to

A New Health Care Plan For America - Clean Air. As federal
lawmakers grapple with how best to bring decent health care to
the tens of millions of Americans without it, the Environmental
Protection Agency is bringing forth its own proposal to improve
the public's health. Earlier this year, the EPA proposed a new
standard that would reduce the amount of ozone - better known as
