Calif. Moves To Mesh Vehicle Emission Rules With U.S. Rules. The
California Air Resources Board voted yesterday to amend the
state's vehicular emissions rules to combine them with the
federal rules passed in May 2009. The amendments allow cars that
meet the federal greenhouse gas standards for model years 2012 to
2016 to also comply with California's standards for each of those
years. The federal standards are less stringent than California's
from 2012 to 2015, but the two dovetail at 250 grams of carbon
dioxide per mile in 2016. Posted.

California Harmonizes Greenhouse Gas Standard for Cars With
Federal Standard. Sacramento, California - California today
fulfilled its commitment to establish the nation's first
greenhouse gas standard for passenger vehicles by allowing
federal greenhouse gas standards to fully comply with
California's standards for model years 2012 to 2016. The
regulation adopted unanimously today by the California Air
Resources Board allows cars that comply with the federal
greenhouse gas standards for model years 2012 to 2016 to also
comply with California's standards for each of those years. The
two standards differ slightly, but reach the same levels by 2016.

Official: Climate Change Treaty Unlikely This Year. Bali,
Indonesia -- Industrialized and developing countries are not
likely to reach a treaty this year on cutting greenhouse gas
emissions, which have sparked fears of weather-related disasters,
the U.N. climate chief said Thursday. Yvo de Boer, who announced
last week he would resign July 1, said there was not enough time
to recover from the disappointing summit in December in
Copenhagen, where world leaders failed to agree on a legally

2 Key House Dems Move To Block EPA Regulatory Authority. Two top
House Democrats introduced a measure yesterday aimed at blocking
U.S. EPA's authority to regulate greenhouse gases, mirroring the
controversial effort launched on the Senate side by Alaska
Republican Sen. Lisa Murkowski.The measure from Agriculture
Chairman Collin Peterson (Minn.) and Missouri's Ike Skelton was
also co-sponsored by Missouri Republican Jo Ann Emerson. Their
resolution aims to use the Congressional Review Act to
effectively veto EPA's finding that greenhouse gases endanger

the cap on how much energy customers can sell back to utilities.

Clearing the Air at American Ports. The Teamsters union and
environmental activists have formed an unlikely and outspoken
alliance aiming to clear the air in American ports, and perhaps
bolster the Teamsters’ ranks in the process. The labor-green
alliance is getting under the trucking industry’s skin by
asserting that short-haul trucking companies working in ports —
and not the truck drivers, who are often considered independent
contractors — should spend the billions needed to buy new,
low-emission rigs that can cost $100,000 to $175,000 each.

Port Truckers Get New Rig-Fix Deadline. Oakland — There was a
mad rush last fall to order and install new diesel filters in
trucks that haul cargo at the Port of Oakland to comply with
changes in air-quality rules that took effect Jan. 1. Now,
another frantic race is expected to begin next week as
air-quality officials issue new grant contracts and give several
hundred drivers the chance to order and install filters by April
30 — the extension allowed by the state Air Resources Board.

Workshop On Diesel Pollution. San Andreas - The Calaveras County
Farm Bureau and the California Air Resources Board are teaming up
to offer a free workshop on rules intended to reduce pollution
from diesel-powered trucks, buses and farm equipment. The
workshop will be at 1 p.m. Monday in the Calaveras County Public
Library, 1299 Gold Hunter Road, San Andreas. The Air Resources
Board is reaching out to the owners of fleets of agricultural

Pesticide Regs Clean Valley's Air. Pesticide emissions that
contribute to smog in California dropped significantly in 2008,
the first year restrictions on agricultural fumigant applications
specifically targeting air quality were in effect. In fact, the
volatile organic compound pesticide emissions declined by an
impressive 30 percent from 1990 levels in the San Joaquin Valley
areas that do not meet federal air quality standards — all of
Fresno, Kings, Madera, Merced, San Joaquin, Stanislaus and Tulare

Gustafson: Was EPA's Recent Ruling That Great For Corn Ethanol? 
On Feb. 2, the Environmental Protection Agency (EPA) finalized
its regulations for the national Renewable Fuel Standard. The
bottom line is that the EPA determined that corn grain ethanol
reduces greenhouse gas (GHG) emissions by at least 20 percent and
qualifies it as a conventional biofuel. The ethanol industry
hailed this finding as a significant victory and a new market
opportunity, while the livestock sectors stated that not much was
