Climate Law Won't Hurt California Economy, Report Says. Many
sectors will prosper under the greenhouse gas limits, an analysis
by the state air board finds. A business group disputes the
findings. California's overall economy will not suffer, and many
parts of it will prosper under the state's landmark global
warming law, according to an analysis by the California Air
Resources Board that rebuts an industry-led ballot effort to
suspend the regulations. Posted.

Opinion: A Flawed Cost/Benefit Study Of A Greener California.
The Varshney/Tootelian analysis, often cited by foes of AB 32,
overestimates the law's costs by a factor of 10. It also excludes
the value of energy savings and neglects the effects of
innovation. The stakes are huge when it comes to regulating the
use of fossil fuels in California. We need serious, credible
analyses in order to understand the economic effects of new laws
and proposed legislation. Unfortunately, in California, one
highly flawed estimate of costs to consumers and small businesses
is distorting the debate. Posted.

Sanjay Varshney Responds to Criticism. Sanjay Varshney, dean of
the College of Business Administration, and Dennis Tootelian,
business administration professor, released a statement today
defending their report on Assembly Bill 32. Varshney and
Tootelian have been highly criticized for their report titled
"Cost of AB 32 on Small Businesses." According to the report, AB
32 would cost California small businesses $182.6 billion in gross
state output and $1.1 million in jobs. Posted.

other regulations tied to the state’s 2006 climate change law.
The Mojave Desert Air Quality Management District voted Monday,
March 22, to formally request that CARB suspend several

Opinion: Take A Global View Of Climate Change. The Senate is due
to unveil a bipartisan climate and energy package soon. As
lawmakers consider it, they must not lose sight of the vital
connection between people and nature. Numerous studies —
including last month’s Quadrennial Defense Review by the Penatgon
— have detailed how the changing climate could affect people
around the world, wreaking havoc on developing nations and
punishing the poorest communities. Posted.

Greenhouse Gas Workshop Set. Local government leaders from
Southern California will gather at California Lutheran University
Thursday for a workshop on the state’s new greenhouse gas

the emission of greenhouse gases that contribute to climate
change. Members of the Ventura County Transportation Commission,
the Ventura Council of Governments and the Southern California
Association of Governments — all drawn from city councils and

EPA Sharpens Corporate Carbon Disclosures. Corporations and
industries can expect greater scrutiny of their carbon footprints
under changes U.S. EPA proposed to its mandatory greenhouse gas
registry yesterday. Beginning this year, companies must detail
emissions from about 10,000 facilities representing some 85
percent of the nation's total carbon output, according to the
greenhouse gas reporting regulation EPA completed in September.

presentations by Sens. John Kerry (D-Mass.), Lindsey Graham

Meg Whitman's Incoherent Stand on AB 32. When Meg Whitman came
on my KOGO 600 AM radio show a few weeks back, she was conversant
with and in agreement with the critique of AB 32 that I and lots
of other people have offered for years. This critique starts with
the point that forcing a switch to cleaner-but-costlier energy to
reduce the emissions that are believed to contribue to global
warming may make sense as a broad national or global strategy,
but that it is economic suicide for a single state to pursue such
policies. Posted.
