Arnold Schwarzenegger (R) signed legislation yesterday that grants manufacturers of green technology equipment a break on sales taxes. The bill, S.B. 71, applies to the manufacture of energy-efficiency, biomass, solar, wind and geothermal equipment. The exemptions run through Jan. 1, 2021, and are capped at $100 million annually. A sponsor of the bill, state Sen. Alex Padilla (D), said California is one of three states that does not provide such tax breaks to green manufacturers. "This places California at a competitive disadvantage when firms are considering whether to locate or expand in the state," Padilla said. Paris - France backed down Tuesday from a plan to tax carbon dioxide emissions that had been a central plank of President Nicolas Sarkozy's push for a more prominent role in the global fight against climate change. The plan, begun by Sarkozy with much fanfare in September, has been on the back burner since being ruled unconstitutional in December.
