moyer -- Carl Moyer Program Guidance Document Has Been Posted

ARB is required by statute to ensure that emission reducing projects funded under the Carl Moyer Program are surplus to “any local, state, or federal statute, rule, regulation, memoranda of agreement or understanding” (§ 44281 (b)). Staff shall develop “grant criteria and guidelines (that) shall include safeguards to ensure that the project generates surplus emission reductions” (§ 44287(a)). Based on requests from stakeholders and air districts, staff has developed a guidance document that summarizes the methodology staff uses to determine whether emission reducing projects are surplus to any regulations and can therefore be considered eligible for funding under the Carl Moyer Program. The Carl Moyer Program continues to be a complementary program to regulations that have been adopted to reduce harmful emissions from various mobile sources.
