Redistricting Legacy. Gov. Arnold Schwarzenegger has long relied

Calif. Establishes $50 Million Fund To Back Local Retrofits.
California gave a statewide vote of confidence to the practice of
putting efficiency and energy improvements on property tax bills
by establishing a $50 million reserve fund to back local
government bonds. Gov. Arnold Schwarzenegger (R) signed S.B. 77
last week, designating $50 million as a safeguard against bonds
issued by cities and counties that are giving out Property
Assessed Clean Energy (PACE) loans. The fund will cover $500
million to $1 billion worth of home and commercial improvements,

Sacramento Hosts Climate Plan Meeting. The city of Sacramento
hosts a public meeting tonight its proposed Climate Action Plan.
The plan aims to create a strategy of cost-effective programs to
reduce greenhouse gas emissions and help the city better adapt to
climate change. The City Council requested the document to ensure
Sacramento's 2030 General Plan contains policies to reduce the

Navistar Withdraws Lawsuit Against CARB. Navistar International
Corporation has withdrawn a lawsuit it previously filed against
the California Air Resources Board (CARB) after an agreement with
CARB that addresses the issues that prompted the court action.
Navistar had sought a ruling in a San Francisco Superior Court
declaring that CARB was improperly certifying 2010 diesel engines
equipped with an aftertreatment system called SCR, which is used
to control emissions of oxides of nitrogen (NOx). Posted.

Kerry, Lieberman Scramble To Avoid Climate Bill 'Fiasco'. Sens.
John Kerry and Joseph Lieberman sought to control the damage to
their climate legislation yesterday, hours after the last-minute
withdrawal of the bill's only Republican sponsor derailed an
anticipated unveiling and prompted an urgent meeting in
Lieberman's home on Saturday. Kerry, a Massachusetts Democrat,
consulted with Senate Majority Leader Harry Reid of Nevada Sunday
morning about Sen. Lindsey Graham's (R-S.C.) announcement to
abandon the carbon-cutting legislation, a move that came as aides
were rushing to finalize the bill before its introduction Monday.

Region Begins New Drive To Curb Greenhouse Gases. Four regional
agencies have launched a major drive to rein in greenhouse gas
pollution by reducing vehicle use, increasing public transit use
and promoting compact development in the Bay Area's nine

Developing Nations: Climate Change Treaty In 2010. Cape Town,
South Africa—Four influential developing nations say the world
must work for a strong climate change agreement this year.
Summing up strategy talks in South Africa on Sunday, South
African Environment Minister Buyelwa Sonjica and her counterparts
from Brazil, China and India said they want year-end talks in
Mexico to produce a binding international agreement to reduce
greenhouse gases and help poor countries cope with climate

EPA Signals Push For Efficiency To Control Greenhouse Gas
Emissions. U.S. EPA's air chief has requested input from agency
advisers about how the government can promote energy efficiency
and innovative technology as it defines the "best available
control technology" for curbing greenhouse gas emissions.

23 Options To Slash Emissions Without A National Carbon Cap –
Study. There isn't a silver bullet to prevent climate change, but
there might be 23 "super options." In a new report, the Center
for Climate Strategies concludes that 23 policies ranging from
nuclear power incentives to building codes would slash emissions
below levels recommended by President Obama. If implemented in
every state of the country, the measures would cut greenhouse gas
output 27 percent below 1990 levels by 2020 even without an

Tokyo Aims To Be World's Greenest Mega-City. Rather than burying
garbage, nine firms on the Tokyo waterfront are collecting it to
be recycled or reused as building materials. The companies sort
out recyclables from the waste, then burn and filter the rest.
The heat is converted to electricity and the ash is turned into
building material while saving landfill space. It's part of

block 33 percent more heat-producing rays from the sun by 2012
