Smoggiest City. The metropolitan area averages more than 140 days
a year with dangerous ozone. Metropolitan Los Angeles, extending
to Riverside and Long Beach, remains the smoggiest city in the
United States, with an average of more than 140 days a year of
dangerous ozone levels, the American Lung Assn. reported
Wednesday in its annual assessment. All of the nation's 10
smoggiest counties are in California, with San Bernardino,
Riverside, Kern, Tulare and Los Angeles leading the pack. And the
state's cities and counties, with their ports, refineries, power
plants and crowded freeways, rank near the top for particle

Calif. Low-Carbon Standard Beats Canadian Counterpart – NRDC.
California's approach to cutting the carbon intensity of fuels by
2020 is tougher than a similar policy advanced by its provincial
Canadian neighbor to the north, according to a report from the
Natural Resources Defense Council and Environmental Defense
Canada. In a comparison study released yesterday, a pair of
scientists at the groups said they preferred the low-carbon fuel
standards adopted by California to British Columbia's, because,
in their view, the Americans did better work accounting for
land-use effects and discouraging use of heavier crude oils like

Australia's Carbon Tax On Hold For 2 Years. Canberra, Australia
-- Prime Minister Kevin Rudd announced Tuesday a two-year delay
in government plans to tax Australia's worst industrial polluters
- a move that puts legislative efforts to curb gases blamed for
climate change on hold until after national elections. The
government had proposed annual limits on the amount of carbon
that major polluters can emit and supported a system whereby
companies could exceed their limits if they agreed to buy carbon

Infigen May Need to Regain Credibility, Analysts Say. -- Infigen
Energy's decision to abandon a plan to sell its U.S. wind energy
business after failing to attract high enough bids may weaken
confidence in the power producer as it seeks to grow in
Australia, analysts said. "We believe it will take a period of
time for management to re-establish their credibility with
investors," Grace Chan and Scott Carroll, Sydney-based analysts
at JPMorgan Chase & Co., wrote in a report. Infigen until
recently had indicated that the sale was "on track," they said in

Sen. Graham Has Backing At Home, But Not On Climate. The Lindsey
Graham from small town Seneca, a leafy place in the South
Carolina's piedmont dotted on the edges by places named Retreat,
Hicks Store and Singing Pines, has no business siding with
Democrats. He is not seen as a centrist Republican, nor one who
needs moderate issues to gladden an electorate that straddles

Hong Kong Air Pollution Index at 'Very High' 118 in Central.
Hong Kong's Air Pollution Index reached a "very high" reading of
118 today at the roadside station in the city's Central business
district, the Environmental Protection Department said on its Web
site. Readings above 100 trigger warnings for people with heart
and respiratory conditions to avoid prolonged stays in heavy

Winters Joins Yolo County Smoke-Free Apartments Trend. Winters
recently became the second city in Yolo County to back smoke-free
apartments. The town passed a resolution on April 20 encouraging
apartment complexes in Winters to designate at least half of
their property as smoke-free. The action follows a similar
resolution in April 2008 passed by Woodland. At least 16 Yolo
County housing complexes restrict smoking in at least half of the
units, according to the Smoke-Free Apartments Project of the Yolo

U.K. Power Plants May Face Early Closure on EU Rules (Update1)
-- British power stations may be forced to close early under
proposed changes to European Union emissions laws, threatening
the nation's energy security, according to an industry lobby
group. As many as 14 electricity plants, representing as much as
a quarter of the country's generating capacity, may need to
install new equipment to curb emissions by 2016 or face closure,
the Confederation of British Industry said in a statement.

to test a Mountain View company's technology that converts trees
killed by bark beetles into fuel for cars. CSU's Engines and
