arbcombo -- June 7/9 ARB Public Meetings on Draft Railyard Commitments

The Air Resources Board (ARB/Board) staff invites you to participate in public meetings in Southern California to provide input on draft railyard-specific commitments that ARB would request from Union Pacific Railroad (UP) and BNSF Railway (BNSF). The commitments would establish enforceable requirements, tracking mechanisms, and deadlines to accelerate reductions of diesel particulate matter (PM) emissions at four high priority railyards in Southern California. The purpose is to reduce the health risk from exposure to diesel PM in communities near the railyards. The four high priority railyards are: BNSF San Bernardino, BNSF Hobart, UP Commerce, and UP Intermodal Container Transfer Facility (ICTF)/Dolores. Key elements of the draft commitments would require the railroads to: (a) Achieve the expected benefits from existing regulations and agreements from 2011 to 2020, regardless of growth. (b) Reduce diesel PM emissions by 85 percent by 2020 (relative to 2005 levels) at each railyard. (c) Submit annual emission inventories and periodic emission reduction plans. The public meetings will be held in Commerce on Monday June 7 and in San Bernardino on Wednesday June 9. The public meeting notice is posted at the website above.
