new efforts to reduce U.S. dependence on oil, citing the 'tragedy
unfolding' in the Gulf of Mexico. But analysts say major changes
in energy policy face old obstacles. President Obama on Tuesday
night capped his Oval Office address on the massive gulf oil
spill with a call for new efforts to reduce U.S. dependence on
oil, saying "the tragedy unfolding on our coast is the most
painful and powerful reminder yet that the time to embrace a

Senate Democrats to Discuss Energy Plans Before Obama Meeting.
Senate Democrats will debate today whether measures to boost
renewable electricity sources such as wind farms and to limit
greenhouse gases should be part of legislation that responds to
BP Plc's oil spill. The closed-door meeting will gauge Democratic
support for these proposals before President Barack Obama brings
Republicans into talks on energy legislation next week at the

Big Oil’s Hazardous Landscape on Repeal of AB 32. When Texas oil
refiners Valero and Tesoro were contemplating whether to buy
their way onto the California ballot last winter, they envisioned
a ripe environment for their proposition to repeal the state’s
clean energy and air standards: skyrocketing unemployment rates,
a Tea Party-inspired anti-regulation backlash, and increased
skepticism about the science of global warming fueled by the

Actions Lag Ambitions On Local Greenhouse Gas Plan. When the
Coachella Valley's nine mayors signed a pledge in April 2009 to
create a greenhouse gas inventory of the region — the first step
in a regional effort to improve energy efficiency, sustainability
and air quality — they faced a formidable challenge. Perhaps too

Climate Change Polls. To the Editor: “The Climate Majority,” by
Jon A. Krosnick (Op-Ed, June 9), could leave the impression that
polls showing a decline in American concern about climate change
should be ignored or are incorrect. This would be a mistake. A
number of survey questions, conducted by several polling
organizations — including Mr. Krosnick’s own recent survey — show
demonstrable drops in Americans’ acknowledgment of and concern

AIR QUALITY

Air Quality Improving, Says Port Of Long Beach Report. Efforts
to clean up local air quality are paying off, according to the
Port of Long Beach and its recently-released report. The reports
shows that in 2009, air pollution fell for the third straight
year and some key pollutants saw declines of up to 50-percent.
Calculating air quality is always a tricky science, and can be
highly controversial when the Port is producing its own study and
is a known source of air pollution in the region. Posted.

State Launches Kettleman City Environmental Probe. The
California Environmental Protection Agency has started testing of
the soil, water and air in Kettleman City in the Central Valley
following reports of an unusual number of birth defects. State
officials are going door-to-door notifying residents of
activities that will happen during the next 10 weeks. “This is a
matter of urgency for our agency and the people of Kettleman
City, and we want to expedite our investigation into potential
environmental exposures in this city,” says Secretary for

Wood Stoves Under Fire As Health Risk. Chico, Calif. — When
Darrell McGillis, 82, steps outside to fetch the newspaper on a
winter morning, his lungs serve as his personal barometer. If the
air is thick with chimney smoke, his nostrils and lungs begin to
burn. “If I spend any time out there, I have to take a breath of
my inhaler when I get back inside,” said McGillis, a cardiac
patient whose lungs are wracked with a chronic disorder. He
relies on three separate prescription devices to ease his

Trade Group Questions Climate Law's Ability To Create 'Green'
Jobs. San Francisco -- California's chief manufacturing trade
group released a detailed report yesterday attacking the state's
climate change law and other policies meant to encourage "green"
job creation as a way to reverse one of the highest unemployment
rates in the country. The "Truth about Green Jobs and
California," by economist Bill Watkins of California Lutheran
University, attempts to dismantle the reasoning behind those who
anticipate an explosion of clean tech jobs under A.B. 32, the
climate change law that would cut greenhouse gas emissions in

Obama Renews Debate On Energy Bill. The wheels are turning on an
issue that was all but dead before the gulf oil spill. Now the
president is to meet with senators for broad, bipartisan talks

Drive Over Renewable Energy Picks Up Steam. A landmark agreement
requiring California’s utilities to get a third of their power
from solar, wind and other forms of renewable power is within
striking distance. Negotiations have been under way in the
Capitol for months between the Schwarzenegger administration and

Catching The Wind: Turbines Play Key Role In Renewable Energy.
As California considers boosting its use of renewable energy,
wind power is playing an increasingly important role. Wind
turbines, which represent a major source of renewable energy, are
not to be confused with windmills, which grind stones, cut lumber

Obama Stimulus To Pay For 15,000 Home Electric-Car Charging
Units. Early buyers of the electric Chevrolet Volt could be
eligible to get a free home electric charging station worth up to
$2,000 -- paid for with economic stimulus money administered by
the Obama administration, General Motors says. The program could
give the free electric installation to up to 4,400 Volt buyers
from among 15,000 total installations among purchasers of all

Battery Supply Could Outpace Electric Vehicle Sales – Analysts.
Electric vehicles have a strong future in the United States, but
plants producing batteries could outpace vehicle production,
analysts warn. Billions of dollars have been invested into
battery cell technology and production, according to Michael
Crane, managing director of hybrids and electric vehicles for
Continental Corp. Crane said he could think of nine battery
providers in North America alone, which could result in a large
supply-demand gap, as high as 1.3 million units in five years.

Trucking's Carbon Footprint Goes Beyond On-Road Vehicles. A
trucking company's carbon footprint goes beyond its on-road
vehicle fleet to include other direct emissions, indirect
emissions and the optional "life-cycle" emissions, according to
the American Transportation Research Institute. ATRI released the
findings of its analysis of greenhouse gas reporting tools and
emissions models, with the goal of helping carriers quantify
potential sources of greenhouse gases within their operations.

OIL SPILL

California Agency Helps With Gulf Oil Cleanup. When the Dubai
Star spilled 400 gallons of bunker fuel into the San Francisco
Bay in October, the Office of Spill Prevention and Response got
right on it, as it does with every spill in California, from the
Cosco Busan's 53,000 gallons off the Bay Bridge in 2007, to the
3,000 gallons dumped by an overturned tanker truck east of Donner
Summit last month. Currently, 17 staff members of the state
agency, a division of the Department of Fish and Game, are
helping out in the Gulf of Mexico. Posted.

BP To Create $20 Billion Compensation Fund. Washington - Under
pressure from President Obama, BP agreed Wednesday to set aside
$20 billion in a spill recovery escrow account to compensate Gulf
Coast fishermen and others who have lost wages and work because
of the massive spill from one of the company's deepwater wells.

Air Quality Less Sooty At Port of Long Beach. Airborne
contaminants emanating from the Port of Long Beach, one of the
biggest pollution producers in the County, dropped for the third
year in a row in 2009, reports the Long Beach Post. Some key
pollutants dropped by 50 percent, as well. There's reason to be a
little skeptical because the numbers come from a report prepared
by the port itself, but the number gathering did utilize
techniques approved by the California Air Resources Board and the

EPA Should Proceed With Market-Based Regulations. The EPA can
and must proceed with new rules--but it must do so using
market-based mechanisms that will not clash with possible future
congressional actions. It is bound by law to proceed, but it can
move wisely by laying groundwork that will come at the lowest
possible costs to business and will mesh well with the
legislation Congress will hopefully enact someday soon. Posted.

Shore Power For Cruise Ships Coming To San Diego. Work crews at
the Port of San Diego have begun to install equipment to allow
docked cruise ships to plug into electrical power from the shore.
The project will mean cruise ships won't need to run their diesel
engines to power the ships while docked at the port, reducing the
amount of air pollution generated along the shore. The $7-million
project should be completed by December but will allow only one
cruise ship at a time to plug into the power system, according to

Electric Cars: How Far Can They Go — Really? Novi, Mich.-One of
the big questions hanging over the string of electric cars that
the world’s auto makers are preparing to launch is how far
they’ll go before needing a re-charge. Increasingly it seems the
answer is not as far as the auto makers would like. Nissan Motor
Co. has been saying its Leaf, due later this year, would have a
range of about 100 miles on one charge. Well, now it’s clear that

EPA Awards Half a Million Dollars to Reduce Greenhouse Gas
Pollution in New York. The U.S. Environmental Protection Agency
(EPA) has provided a half million dollar grant to the Central New
York Regional Planning and Development Board to fund a project
designed to reduce greenhouse gas pollution in Central New York,
including Cayuga, Cortland, Madison, Onondaga and Oswego
