The reverberations of the scandal many refer to as "climategate," which erupted last December after personal emails between top climate scientists were taken from a British University server and posted online, continue... but they are taking some new twists and turns. President Obama and a bipartisan group of senators met today to gear up for political battle over a "cap and trade" system to address global warming -- a "polluter pays" provision in the view of Democrats, an "energy tax" according to critical Republicans. A nationwide low carbon fuel standard would significantly increase the costs of transportation and fuel, according to a study conducted by Charles River Associates. The study found that a standard would result in a price shock, including an increase of about 30 to 80 percent in the cost of transportation fuels within five years of the standard being implemented. Almost half of fleets are measuring emissions, compared with 40 percent in 2009 and 28 percent in 2008, according to an annual survey conducted by PHH Arval. The survey was designed to gauge fleet managers' insights into environmental issues, how fleets are implementing solutions that would reduce their greenhouse gas emissions and more. Of those fleets that are measuring emissions, 65 percent are using actual fuel data to measure, a more than 10 percent increase over last year. Even as the sense of urgency to address the energy issue grows, momentum on the energy and climate bill is still stalled. The idea of a cap on carbon has become a central point of contention between Democrats and Republicans. The death of Sen. Robert Byrd, who, despite hailing from coal-producing West Virginia, became a proponent of fostering clean energy and passing a comprehensive bill, has also cast doubt on whether there will be enough Democratic votes to pass a partisan bill.
