Top 5 Pieces of Environmental Legislation. Despite the gushing
nudge provided by the Gulf oil spill, the Waxman-Markey climate
bill passed last year by the House of Representatives languishes
in the Senate.  The Clean Energy Jobs and American Power Act
looks to be DOA. All this D.C. gridlock got us thinking: Let's
remind our elected officials and their constituents of the major
pieces of environmental legislation that Congresses Past were

After White House Meeting, Obama Encourages Carbon Emissions
Price. Momentum for a cap-and-trade plan to cut greenhouse gas
emissions seems to have changed with the seasons since the U.S.
House approved its version of the plan shortly before
Independence Day 2009. Different Senate versions of a
climate/energy bill were cussed and discussed through the fall,
and interest seemed to cool this past winter before picking back
up again this spring, as lawmakers grapple with the Gulf coast
oil spill. It appears summer may offer another heated round of
cap-and-trade debates, even as Congress enters the final months

Manufacturers Worry of Pitfalls from Utility-Only Climate Bill.
Capping greenhouse gas emissions from only the electric utility
sector may present a possible political compromise on Senate
climate legislation but that approach raises some concerns for

AIR POLLUTION/AIR QUALITY 

Station to Monitor Air Pollution in the Temecula Valley. The
Temecula Valley is getting its first permanent air quality
monitoring station to measure microscopic particles that can harm
lungs and cause other ailments. Located in the heights above Lake
Skinner, the station is being run by the South Coast Air Quality
Management District, a Diamond Bar-based agency that monitors air
pollution in Orange County and the non-desert areas of Riverside,
San Bernardino and Los Angeles counties. Posted.

Air Force Awards $8.5 Million Contract for Mather Field Cleanup.
The Air Force announced that an $8.5 million contract has been
awarded for continued pollution cleanup and monitoring at the
former Mather Air Force Base.The contract, which runs through
2015, was awarded to San Francisco-based URS Corp. Mather closed
in 1993 but cleanup has been ongoing at the base since the 1980s,
according to the Air Force. Posted.

Secondhand smoke is dangerous. As a volunteer for the American
Cancer Society, I know about the harmful effects of tobacco.
Secondhand smoke contains more than 4,000 known human carcinogens
and has been identified to be cancer-causing in humans. Each
year, more than 3,000 non-smoking adults in the United States die
of lung cancer as a result of breathing the smoke of others'

Shepherd Bliss: No Blow Movement Grows. Peter and Susan Kendall
of Orinda, Northern California, are not your typical political
activists. This couple really wants some peace and quiet, so they
can be comfortable within their suburban home and with their
backyard chickens, berries and tomatoes. But wait! While at their
home recently a siren-pitched, shrieking scream interrupted that
serenity—a leaf blower, which some call a debris blower, since it
kicks up far more than leaves. The couple had bought three
different kinds of leaf blowers, not to use, but to demonstrate
how much noise and air pollution they make, even the allegedly

Worth Noting: Tilted Kilt Closing, Funds To Reduce Truck
Emissions And More. The northwest Bakersfield location of Tilted
Kilt Pub & Eatery will close Saturday after a two-year run. The
Bakersfield franchise of the Tempe, Ariz., based chain occupies a
6,000-square-foot store at 2900 Calloway Drive. Co-owner Jeremy
Helper said another restaurant will take the Tilted Kilt’s place.
“The owners (Helper and his brother Ian) have other businesses
and jobs that they’ve chosen to focus on,” he said. Posted.

More for Diesel Retrofits, Replacements. By Margaret Carrero
Valley truckers will soon have another chance to secure some
extra cash to retrofit or replace their old Polluters. Air
officials says a new allocation of $45.5 million in Prop. 1B
funds will be made available in the coming months. The state Air
Resources Board approved the funding last week. The first round
-- distributed last year -- was quickly depleted due to

Clean Energy to Provide LNG to California Solid Waste Fleets. In
a new contract with solid waste operator Republic Services, Clean
Energy Fuels Corp. will provide liquefied natural gas fuel to
Republic Waste Services of Southern California, Consolidated
Disposal and Solano Garbage through April 2015. These truck
fleets service residents and businesses in 55 California cities
and communities, and it's expected they'll need over 3.5 million
gallons of LNG per year. Posted.

DRY CLEANERS

Bariteau's Dry Cleaners Making a Switch. - A state law phasing
out a toxic solvent used in dry cleaning machines is having an
impact, with three local businesses meeting a July 1 deadline to
replace their equipment. Bariteau's installed a new hydrocarbon
system May 24 at 620 Water St., replacing two smaller machines
that used perchloroethylene, or "perc," an air contaminant and
potential carcinogen. Posted.

Letter: Clean energy will help California. In response to the
June 25 editorial on AB 32: Assemblyman Dan Logue said in January
that oil companies were not behind his deceptive proposal to kill

Something in the air. Radar planes that typically track
hurricanes for the National Oceanic and Atmospheric
Administration (NOAA) have been flying over the San Gabriel
Valley in recent weeks in a multi-agency project involving
Caltech called CalNex aimed at determining the nexus of pollution

Agri Businesses Can Achieve Big Benefits from Solar Energy.
While a fruit packing and storage company in California is
eliminating its entire utility bill with a 622 kW solar power
system, a Georgia pecan farmer is selling all of the power
generated by its 200 kW system back to the utility company under
a five-year power purchase agreement. Venida Packing, a packing
and cold storage operation for California fruit farms, has cut
its entire utility bill with a 622 kW dual-axis solar power plant

Developer Ditches PG&E Solar Project. Here’s the big risk for
utilities trying to meet California’s renewable portfolio
standard, which calls for utilities to deliver 20 percent of
their electricity from clean power by the end of 2010 and 33
percent by 2020: The clean power projects sometimes fall through.
This week various news reports (New York Times, Business Journal)
are reporting that Portuguese solar project developer Martifer
Renewables has canceled a project that would have sold 106.8 MW

ELECTRIC VEHICLES

Toshiba to Develop Batteries for Electric Vehicles. Japanese
electronics maker Toshiba said Friday it's jumping into the
battery business for electric vehicles in a development deal with
Mitsubishi Motors. It's the first EV battery deal with a major
automaker for Toshiba, which already makes batteries for laptops
and cell phones, said company spokesman Ken Shinjo. Production
will start sometime next year, in a new facility in Niigata,
northern Japan, according to Toshiba. Posted.

Hybrid Plant Shelved in California. The developer of a hybrid
biomass solar power plant to be built in California has abruptly
canceled the project, underscoring the challenges the state faces
in meeting its ambitious renewable energy goals. California

20-year power purchase agreement with the California utility PG&E
