United Nations - A pledge by rich nations in Copenhagen to provide as much as $100 billion a year of climate-related aid to developing countries by 2020 may depend in part on the generosity of private donors and other non-governmental sources. The climate debate in Congress is prompting a closer look at a mandatory program that has been chugging along for almost two years in the eastern United States with relatively little notice. The Regional Greenhouse Gas Initiative, or RGGI, operating in 10 states from Maine to Maryland, restricts emissions just from the utility sector, like one of the leading ideas to address climate change now percolating on Capitol Hill. The organization "C02 is Green" funded a half-page advertisement in The Washington Post urging people to call their senators and seek a vote against "the president's cap-and-trade bill that will increase your cost of living and not change the climate. "The bill is based on the false premise that man-made CO2 is a major cause of climate change," the ad says. "Real, empirical evidence indicates it is not." San Francisco -- Pacific Gas & Electric's opposition to a ballot initiative that would overturn California's climate change law comes with several caveats, a top utility executive said yesterday. In response to a question about his company's position on Proposition 23, the initiative on the November ballot that would suspend A.B. 32 until the state's unemployment rate falls below 5.5 percent, PG&E CEO Peter Darbee emphasized that the law would need to have as minimal an economic effect as possible. Senate Majority Leader Harry Reid is drafting legislation to limit carbon emissions at the nation's power plants, a risky political maneuver that faces divisions within his own party and a Senate clock that is quickly winding down. Reid (D-Nev.) will place the contentious carbon provision in a broader energy bill that tightens rules around offshore oil drilling, encourages clean energy production and jobs, and reduces oil consumption -- things that might be difficult for some lawmakers to oppose. The Antelope Valley city has its sights set on becoming the alternative energy capital of the world. A big step is a deal with a firm to promote the use of solar panels by residents and businesses. In the Antelope Valley, Lancaster is known for its aerospace connections, its annual poppy festival and its arid desert atmosphere. But soon enough, if Mayor R. Rex Parris has his way, Lancaster may be headed for a new reputation as what he calls "alternative energy capital of the world." The July 5 editorial "What biomass offers" said that biomass provides some energy benefits but added, "Chopping down and burning forest that gobbles up and stores lots of carbon, on the other hand, could easily do more harm than good." Legislation designed to protect America's forests would probably have very little effect on the biomass industry. Gatton, Australia — To hear Athol Klieve tell it, a key to reducing Australia’s enormous carbon emissions is to make a cow more like this country’s iconic animal — the kangaroo. Both animals are herbivores, and both eat grass that is fermented before entering their main stomachs. But while cattle belch enormous amounts of methane to digest the food, kangaroos release virtually none — they burp only harmless acids that can be turned into vinegar. Our earth-friendly, Diet Coke-drinking colleague Andrew Galvin recently unmasked the Secrets to getting your bottle-and-can deposits back for avid recyclers everywhere. Now, it turns out, the California State Auditor has poked around the state’s recycling program and done some unmasking of her own, in a critical report titled “Deficiencies in Forecasting and Ineffective Management Have Hindered the Beverage Container Recycling Program.” Posted. http://taxdollars.ocregister.com/2010/07/13/state-recycling-program-squandered-millions-audit-finds/60175/ BLOGS Toyota Extends Warranty on Troubled 2001-3 RAV4. Under pressure from the California Air Resources Board, Toyota said on Tuesday that it was extending the warranty nationwide on automatic transmissions and electronic control modules on almost one quarter of a million 2001–3 RAV4s and offering to reimburse owners who had already paid for repairs. Toyota previously refused to help consumers whose vehicles were out of the normal power train warranty (six years or 60,000 miles) when their transmissions were damaged, apparently by a malfunctioning electronic control module. Global Warming: Observing The Effects Of Climate Change So Far. Politico has published an article co-authored by the new head of one section of the IPCC report that says, "The urgent need to act cannot be overstated. Climate change caused by humans is already affecting our lives and livelihoods — with extreme storms, unusual floods and droughts, intense heat waves, rising seas and many changes in biological systems — as climate scientists have projected. In the midst of a crisis in the Gulf, some Senators are making a final push to pass energy and climate legislation this year. Senators John Kerry (D–MA) and Joe Lieberman (I–CT) are introducing a scaled-back version of their original cap-and-trade bill [2] but still want to maintain a carbon cap. This is a hard question largely because the EPA has yet to roll out all of its anticipated greenhouse gas regulations. Back in February, when hope for a climate bill started to really dim, Brad Plumer wrote a great primer on exactly what the EPA's game plan is here, and what it can likely accomplish.
