Regional Carbon Cap Gets Second Look As 'Template' For National
Plan. The climate debate in Congress is prompting a closer look
at a mandatory program that has been chugging along for almost
two years in the eastern United States with relatively little
notice. The Regional Greenhouse Gas Initiative, or RGGI,
operating in 10 states from Maine to Maryland, restricts
emissions just from the utility sector, like one of the leading
ideas to address climate change now percolating on Capitol Hill.

Ads Backed By Fossil-Fuel Interests Argue 'CO2 Is Green' A group
with ties to the fossil fuel industry launched a new ad campaign
today pushing the idea that carbon dioxide isn't an environmental
pollutant. The organization "C02 is Green" funded a half-page
advertisement in The Washington Post urging people to call their
senators and seek a vote against "the president's cap-and-trade
bill that will increase your cost of living and not change the
climate. "The bill is based on the false premise that man-made
CO2 is a major cause of climate change," the ad says. "Real,
empirical evidence indicates it is not." Posted.

PG&E CEO Outlines Terms Of Continued A.B. 32 Support. San
Francisco -- Pacific Gas & Electric's opposition to a ballot
initiative that would overturn California's climate change law
comes with several caveats, a top utility executive said
yesterday. In response to a question about his company's position
on Proposition 23, the initiative on the November ballot that
would suspend A.B. 32 until the state's unemployment rate falls
below 5.5 percent, PG&E CEO Peter Darbee emphasized that the law
would need to have as minimal an economic effect as possible.

Reid, Targeting Power Plant Emissions, Hopes Support Arrives
Along The Way. Senate Majority Leader Harry Reid is drafting
legislation to limit carbon emissions at the nation's power
plants, a risky political maneuver that faces divisions within
his own party and a Senate clock that is quickly winding down.
Reid (D-Nev.) will place the contentious carbon provision in a
broader energy bill that tightens rules around offshore oil
drilling, encourages clean energy production and jobs, and
reduces oil consumption -- things that might be difficult for

Letters: Biomass plants aren't in the business of clearing
forests. The July 5 editorial "What biomass offers" said that
biomass provides some energy benefits but added, "Chopping down
and burning forest that gobbles up and stores lots of carbon, on
the other hand, could easily do more harm than good." Legislation
designed to protect America's forests would probably have very

Australia’s enormous carbon emissions is to make a cow more like
this country’s iconic animal — the kangaroo. Both animals are

Toyota Extends Warranty on Troubled 2001-3 RAV4. Under pressure
from the California Air Resources Board, Toyota said on Tuesday
that it was extending the warranty nationwide on automatic
transmissions and electronic control modules on almost one
quarter of a million 2001–3 RAV4s and offering to reimburse
owners who had already paid for repairs. Toyota previously
refused to help consumers whose vehicles were out of the normal
power train warranty (six years or 60,000 miles) when their
transmissions were damaged, apparently by a malfunctioning
electronic control module.
