The state, facing a ballot initiative to roll back its landmark climate change law, has pushed back a $63 million fee to pay for the legislation until after the November elections. The California Air Resources Board was supposed to begin collecting fees from oil companies, utilities and other energy producers last year to pay for the greenhouse gas reduction law. Arnold Schwarzenegger has asked the state’s air-quality enforcers to postpone a rule to require 33 percent of the power used by utilities to come from renewable sources such as wind and solar energy. Schwarzenegger asked the Air Resources Board to delay until September its adoption of the new regulation, which had been expected this month. One of the unanswered questions from the last couple months is what is Tesla intending to do with the NUMMI factory facility? In May, Tesla and Toyota entered into an agreement to study the sale of the NUMMI factory in Fremont to Tesla Motors. This is a factory with a 450,000 vehicle per year production capacity, while Tesla has previously discussed making perhaps 20,000 Model S sedans per year. Santa Cruz - Residents needing a car, but not wanting to buy one, will soon have several options as the car-sharing company Zipcar prepares to expand its operations in Santa Cruz. Currently operating at a handful of depots at UC Santa Cruz and at a lone annex downtown, the program won funding from the local air district to add more cars and pick-up points in the city. The service, which offers members easy, inexpensive and often hourly car rentals, has been praised for limiting the need for vehicle ownership and curbing the harmful emissions that automobiles bring.
