California Delays Fee Tied To Climate Change Law. The state,
facing a ballot initiative to roll back its landmark climate
change law, has pushed back a $63 million fee to pay for the
legislation until after the November elections. The California
Air Resources Board was supposed to begin collecting fees from
oil companies, utilities and other energy producers last year to
pay for the greenhouse gas reduction law. Posted.

Do-Nothing Approach To Climate Change Heightens Water-Shortage
Risks. Residents in Riverside and San Bernardino counties are at
"extremely high risk" of not having enough water to meet demands
by mid-century if changes aren't made to combat climate change
and curb water use, according to an analysis released Tuesday by

Governor Seeks Delay In Renewable Energy Rule. Gov. Arnold
Schwarzenegger has asked the state’s air-quality enforcers to
postpone a rule to require 33 percent of the power used by
utilities to come from renewable sources such as wind and solar
energy. Schwarzenegger asked the Air Resources Board to delay
until September its adoption of the new regulation, which had
been expected this month. The Republican governor said he made
the request because of “ongoing discussions with legislative
leaders to develop a bill that I can sign.” Posted.

Obama Wants Emission Cuts In Federal Commuting Practices.
President Obama is asking more federal employees to bike or
carpool to work in order to slash the government's total carbon
footprint. Yesterday, the White House set its governmentwide
target for reducing emissions from indirect sources like employee
driving, stating that federal agencies must curb such emissions
13 percent in the next decade when compared to 2008 levels.

Senate Waits on Reid to Show His Hand on Climate. Senate
Majority Leader Harry Reid is either holding his cards close to
the vest or he is waiting to be dealt a hand. Regardless, the
Nevada Democrat's decision to remain silent on what will be in
the climate and energy bill he hopes to take to the floor soon
has his own party holding its breath. “We are now waiting for
Harry," Sen. Joe Lieberman (I-Conn.) told reporters on the way
into yesterday's caucus lunches, where many had expected Reid to
finally get specific about the details of his legislative plan.

Beijing Intensifies Carbon Capture and Sequestration Work With
U.S. Last year, directors of the U.S. Energy Department's Pacific
Northwest National Laboratory and National Energy Technology
Laboratory signed a memorandum of understanding with researchers
at the Chinese Academy of Sciences to push research and
development efforts in carbon capture and storage technologies.

CARB Hears Navistar’s SCR Complaints. The California Air
Resources Board (CARB) held a public workshop yesterday to
discuss possible changes in the way selective catalytic reduction
(SCR) systems react to malfunctions or other problems in trucks
meeting the Environmental Protection Agency 2010 diesel engine
emissions standards.  The workshop was part of an agreement with

CA Energy Commission Boosts Cutting-Edge Trucks and Buses with
Nearly $20 Million. The California Energy Commission has approved
11 awards for projects that will demonstrate the possibilities
for cutting-edge natural gas-powered, hybrid, and electric trucks
and buses to reduce petroleum use, cut pollution and provide
jobs. The awards leverage almost $20 million in state funding
with $9.3 million in federal stimulus money and $39 million in

Lassen Transit Service Agency Gets New Buses. A new, beautiful
bus with quick-working air conditioning and comfortable seats
will be bringing more comfort to south county commuters. During a
Monday, July 7 meeting of the Lassen Transit Service Agency,
county transportation planner Dan Douglas announced the new
39-passenger Gillig bus had arrived. The LTSA commissioners and
others in attendance at the meeting had the opportunity to tour

VEHICLES

Tesla And Toyota Agree To Develop An Electric RAV4. One of the
unanswered questions from the last couple months is what is Tesla
intending to do with the NUMMI factory facility?  In May, Tesla
and Toyota entered into an agreement to study the sale of the
NUMMI factory in Fremont to Tesla Motors.  This is a factory with
a 450,000 vehicle per year production capacity, while Tesla has
previously discussed making perhaps 20,000 Model S sedans per

Zipcar To Expand Santa Cruz Car-Share Services. Santa Cruz -
Residents needing a car, but not wanting to buy one, will soon
have several options as the car-sharing company Zipcar prepares
to expand its operations in Santa Cruz. Currently operating at a
handful of depots at UC Santa Cruz and at a lone annex downtown,
the program won funding from the local air district to add more
cars and pick-up points in the city. The service, which offers
members easy, inexpensive and often hourly car rentals, has been
praised for limiting the need for vehicle ownership and curbing
the harmful emissions that automobiles bring. Posted.

physics, has urged Americans to help cool the planet by painting
their roofs a lighter color that reflects sunlight. “When you’re
