CA Air Resources Board To Set Cap On Carbon Emissions For San
Diego. California’s Air Resources Board (CARB) is scheduled to
decide next month on a cap for carbon emissions in San Diego over
the next 25 years. There’s a struggle between those who want to
see aggressive goals, and those who fear that would harm the
economy. Members of CARB were in San Diego to get public input on
how aggressive to be with carbon reduction goals. The San Diego
region has some of the highest carbon emission levels per capita
in the state. Posted.

EDITORIAL: You Can't Explain Away Climate Change. Some hold that
global warming stopped in 1998, but scientists know better. You
probably won't hear it from columnist George F. Will, Fox News
commentators or the plethora of conservative blogs that have
claimed global warming essentially stopped in 1998, but recent
figures released by the National Oceanic and Atmospheric
Administration show that global land and ocean surface
temperatures in June were the highest since record-keeping began
in 1880. Posted.

Calif. Climate Fight Hits Youtube With First Video Spot. A video
spot released yesterday by proponents of California's climate
change law offers a first glimpse of the media strategies likely
to crowd the airwaves during the battle over a ballot measure
that will confront the state's voters in the November election.
The video, available on YouTube, deploys a bit of Hollywood star
power and attempts to connect those who want to suspend the law
with the companies behind the oil spill in Gulf of Mexico.

Study: Global Warming Will Worsen Smog. Rising temperatures in
coming decades will have one more unpleasant effect in Southern
California, scientists say: They will make smog worse as well. A
new report that combines smog statistics with climate models says
that in 40 years, global warming could push Southern California
toward 25 additional days when smog levels violate federal
standards for exposure to ozone. By 2100, that could rise to as
many as 50 days. Posted.

Agencies Must Fill In Blanks Of Obama's Greenhouse Gas Goals.
Earlier this week, President Obama announced a seemingly
straightforward goal: Reduce the government's greenhouse gas
emissions by encouraging employees to bike, carpool or take
public transportation to work. But such indirect emissions are
hard to quantify, and federal officials are still figuring out
how they will measure agencies' progress. Posted.

Utility And Enviro 'Working Group' Strike Compromise To Advance
Carbon Caps. A core group of utility bosses and environmentalists
racing to rescue the fading effort to cap carbon emissions has
agreed on a number of provisions group members hope will prompt
Senate leadership to pursue greenhouse gas reductions at the
nation's power plants. Posted.

Wonkbook: Fed Says Action Possible; Senate Dems Split On Climate
Bill; Jobless Benefits Pass. In testimony before the Senate, Fed
chair Ben Bernanke appeared to embrace a sort of
reverse-Augustinian view of further measures to help the economy:
It will remain chaste now, but reserves the right to intervene
more aggressively later. Posted.

ENERGY/GREEN ENERGY

Schwarzenegger Blames Enviros For Transmission Troubles.
California Gov. Arnold Schwarzenegger accused environmentalists
yesterday of using state planning laws to stall permitting of
electric transmission lines needed to take renewable energy from
turbine farms to cities. Speaking to the National Association of
Regulatory Utility Commissioners meeting in Sacramento, the
Republican said overblown concerns about the well-being of the
Mojave ground squirrel and the endangered California condor were
preventing the state from meeting its renewable energy goals.

Outlook For U.S. Clean Technology Gains Appears Bleak.
Representatives from federal agencies, industry groups, private
companies and think tanks met yesterday to discuss the future of
U.S. and Canadian manufacturing and energy efficiency. The event,
organized by the American Council for an Energy-Efficient Economy
(ACEEE), brought the group together in honor the organization's
30th anniversary. Overall, the mood was bleak. Posted.

Gulf Coast Residents Need Clean Energy Jobs. Just because BP
seems to have stopped the oil spill does not mean we should go
back to business as usual in the Gulf of Mexico. I've been
visiting Gulf Coast communities over the last three months, and
I've seen the despair. The people of the region need job
opportunities - but not in the oil and gas industries that have
taken such a heavy toll on the health and environment. Posted.

California Appliance Rebate Program Expected To Expand. A few
hundred bucks for new, energy-efficient refrigerators, clothes
washers and room air conditioners was not enough to send
recession-pinched Californians rushing to appliance stores. So
the state is going to sweeten the offer. When it meets next
Wednesday, the California Energy Commission is expected to
approve a major expansion of the state's Cash for Appliances
program, adding energy-efficient dishwashers, freezers, water
heaters and heating, ventilating and air conditioning (HVAC)
systems. Posted.

AIR QUALITY

Peak Ozone Levels In Calif. To Rise Along With Temperatures.
Rising temperatures will mean increased ozone and smog levels in
California's major air basins, according to a new state-sponsored
study from University of California researchers. The report cites
previous global and regional studies that show an increase in
ozone coincides with an increase in maximum daytime temperature.
The South Coast Air Basin and the perennially polluted San
Joaquin Valley will suffer the most, the study found. Posted.

Methyl Iodide Is Needed Replacement For Ozone-Depleting Methyl
Bromide. I proposed the use of methyl iodide because it will not
destroy the ozone layer as does methyl bromide, the fumigant it
replaces. Much like other potent materials that are part of our
everyday lives, methyl iodide can be used safely. This compound
is the most researched and most tightly controlled fumigant yet
registered by the U.S. Environmental Protection Agency. Posted.

GAS NOZZLES

State To Gas Stations: Lose The Clip. Gas Pump Convenience
Targeted After Spills. Sacramento, CA - A story about
inconvenience at the gas pump. The State of California wants to
do away with the clips that let you fill up your car without
holding the nozzle. The recommendation is going out to gas
stations after there have been 10 fuel spills statewide link to
the clips. So California, is it time to get a grip? "Pft. Why?"
asked driver Jason Mckenzie. "Annoying. I don't like touching it
because it's dirty," said driver Dany Chuong. But pumps have kept
the gas flowing in those ten cases, even after they were supposed
to have switched off. Posted.

just more than $35,000 in both versions. The hybrid, which debuts
in the fall, will get double the mileage of the conventional

systems for diesel engines. While every other engine maker
adopted SCR systems to meet stringent new NOx reduction rules for
2010, Navistar decided to continue with EGR-based engine

Airlines To Use Biofuels For 1 Percent Of Fuel Use By 2015 –
Boeing. Commercial airlines may get 1 percent of their fuel from
biofuels derived from plants, including algae, by 2015, according
to Boeing Co.'s environmental chief. "We need to get to 1 percent
to get that foundation and then the trajectory will be
significantly steeper," said Billy Glover, managing director of
environmental strategy for Boeing's commercial airplanes unit.
"We're aiming for a 1 percent penetration around the middle of
this decade and we think that's quite achievable." Posted.

Ethanol Could Be Wiped Out Without Subsidy, Advocacy Group Says.
Almost 40 percent of the U.S. ethanol industry could be wiped out
if a 45-cent-per-gallon tax credit given to oil companies for
mixing ethanol with gasoline expires on Dec. 31, according to the
Renewable Fuels Association. "We need to have that tax credit
renewed," said Bob Dinneen, the association's president. The U.S.
House Ways and Means Committee is considering cutting the credit
to 36 cents per gallon. Posted.

Authors See Military Emissions As Crucial Part Of Gasoline's
Lifecycle. The greenhouse gas emissions associated with
oil-related military operations are hard to delineate and hard to
quantify, a new report argues. But they are just as important to
understanding gasoline's lifecycle impacts as a similarly
hard-to-calculate factor, indirect emissions from land-use
change, are to biofuels. Posted.

was minor in intensity (3.6 on the Richter scale) and no injuries
