State Poll Finds Support For A.B. 32 Is Strong But Uninformed.
San Francisco -- More than half of a group of Californians
surveyed by a public policy group recently said they had no idea
the state was moving forward with a cap-and-trade system to
regulate greenhouse gas emissions starting in 2012. A poll by the
Public Policy Institute of California found that more than
two-thirds of voters support the state's climate change law, A.B.
32, but 54 percent of the same respondents had never heard of the
cap-and-trade concept. Posted.

Proposition 23 Backers Sue Over Ballot Language. The suit, filed
against Atty. Gen. Jerry Brown, says the wording describing the
measure is 'false, misleading and unfair.' The ballots will be
printed in mid-August. Backers of Proposition 23, a November
ballot initiative to suspend California's 2006 Global Warming
Solutions Act, filed suit in Sacramento County Superior Court on
Tuesday against Atty. Gen. Jerry Brown for what they called
"false, misleading and unfair" language that would describe the

Oil Industry Attacks California Greenhouse Gas Legislation.
California put greenhouse gas legislation into place in 2006,
aiming to cut greenhouse gas emissions 1990 levels by the year
2020. The law will not be in effect until 2012, but naysayers are
hoping to defeat the legislation in this fall's election.
California's legislation is under fire from California's
industrial barons, most notably the oil industry, who believe the
new requirements to curb emissions would cost them profits.

California Republicans Shunning One Traditional Path To Victory:
The Environment. In previous elections, GOP candidates have been
rewarded for responding to voters' environmental concerns. Those
concerns continue, a study finds, but Fiorina and Whitman are

Scientists Say Global Warming Is Continuing. Washington -
Scientists from around the world are providing even more evidence
of global warming, one day after President Barack Obama renewed
his call for climate legislation. "A comprehensive review of key
climate indicators confirms the world is warming and the past
decade was the warmest on record," the annual State of the

Plankton, Base Of Ocean Food Web, In Big Decline. Washington -
Despite their tiny size, plant plankton found in the world's
oceans are crucial to much of life on Earth. They are the
foundation of the bountiful marine food web, produce half the
world's oxygen and suck up harmful carbon dioxide. And they are
declining sharply. Worldwide phytoplankton levels are down 40
percent since the 1950s, according to a study published Wednesday
in the journal Nature. The likely cause is global warming, which
makes it hard for the plant plankton to get vital nutrients,

Brown Holds Edge Among Environment-Minded Voters In Survey. If
the environment is a very important issue to you, you’ll probably
be voting for Jerry Brown this November. If it’s just kind of
important to you, Meg Whitman is your candidate.
At least, that's what the Public Policy Institute of California

59% In State Oppose Offshore Drilling. Support for offshore oil
drilling took a steep dive in California after the massive spill
in the Gulf of Mexico: 59 percent of Californians now oppose
offshore drilling, up 16 percentage points from last year,

Sonoma County Resists Feds On Home Energy Loans. Renee Hyde, an
insurance agent who lives in Sonoma County, could not afford to
have solar panels installed on her home until a local program
provided $30,000 and allowed her to repay the funds gradually
through her property taxes. California and 21 other states have
backed such programs because they help solve pressing national
problems by cutting homeowner costs, reducing carbon emissions
and creating construction jobs, and are easy to finance. Posted.

CARB Could Ease Reefer Rules For '03 Model Trucks. Sacramento --
The California Air Resources Board is considering easing emission
standards for model-year 2003 transport refrigeration units, set
to take effect Dec. 31, 2010. As it stands, model-year 2003
engines are required to meet the ultra-low emission TRU (ULETRU)
in-use standard requirement, but the proposed amendment would
require these engines to meet the low emission TRU (LETRU).

LOW CARBON FUELS

CARB Proposes LCFS Soil Sustainability Provisions. The
California Air Resources Board (CARB) is far from over on
discrediting biofuels as part of their mandated policy known as
the Low Carbon Fuels Standard (LCFS). For the past year, the
ethanol industry has been embroiled in a fight for proper
reflections of biofuel’s indirect greenhouse gas emissions, aka
indirect land use. Now, CARB has created a working group to study
soil sustainability provisions of biofuels. The specific crops
under review at this time include corn ethanol, sugarcane
ethanol, wood based fuels, palm oil, and soy biodiesel. Posted.

GAS STATIONS

Gas Stations: Latest Fight Of Tribes Against The Locals? At a
Porterville City Council meeting last week, a group of gas
station owners got up and spoke out against a plan by the Tule
River Tribe to open up a 40-acre retail complex near that town’s
airport. They said they were afraid that the tribe would open up
a gas station and put them out of business because it wouldn’t be
required to pay state and local taxes. 
The tribe hasn’t proposed building a gas station on the site.

MISCELLANEOUS

Study: S.F. Compost No More Toxic Than Others. Compost made from
the effluent that San Franciscans flush down their toilets does
not contain any more toxins than the soil treatments and animal
excrement available in garden stores, according to a San
Francisco Public Utilities Commission study released Tuesday. The
$25,000 study found that the biosolid compost that until recently
had been given out free to San Francisco residents once a year is
not, as critics contend, a stew of toxic excrement. Posted.

Schwarzenegger Orders Government Worker Furloughs. Sacramento —
Gov. Arnold Schwarzenegger on today brought back furloughs for
thousands of state workers until California passes a budget that
addresses a $19 billion deficit. Schwarzenegger released a new
executive order requiring state workers to take three unpaid days
off per month starting in August. State workers were furloughed a
total of 46 days when Schwarzenegger issued a similar order in
February 2009, which translated to a pay cut of about 14 percent.
