Will Texas Oil Firms Succeed In Undoing California Greenhouse Gas
Laws? Texas oil firms are backing a ballot initiative that would
repeal the state's landmark 2006 greenhouse-gas reduction law.
The mayor of Los Angeles is rallying Hispanic groups against the
initiative. Los Angeles - A bit of a propaganda war is heating up
in California over Proposition 23, a citizen’s initiative which
could suspend the state’s landmark greenhouse gas reduction law.

Proposition 23 Is Needed to Save Jobs. The African American
business community has long been wary of California's global
warming law (AB 32) because of its potential negative impact on
small businesses in the state. A large percentage of African
American-owned businesses fall into precisely that category.
Unfortunately, our instincts have proven correct. The
independent Legislative Analyst has determined that AB 32 will
increase energy costs and result in lost jobs. Posted.

OPINION: Thomas Elias: Prop. 23: Strongest Effort Yet At Climate
Change Denial. The Texas oil companies behind Proposition 23
don't call it an attempt to deny the existence of worldwide
climate change. They just call the landmark 2006 California law
they're essentially trying to repeal a "job killer." But this
proposition, which would put AB 32, the Global Warming Solutions
Act, in abeyance until unemployment levels drop to 5.5 percent or
lower for a full year, amounts to getting rid of the world's
strongest effort to do something about climate change. Posted.

CLIMATE CHANGE/GHG’S

Southern California Panel To Consider Greenhouse Gas Targets.
Sacramento - Officials with the planning agency that covers
Riverside and San Bernardino counties projected earlier this year
that the region could cut heat-trapping emissions from passenger
vehicle travel by up to 6 percent by 2035. But at its meeting
today in Los Angeles, members of the Southern California
Association of Governments will consider endorsing state-proposed
reduction targets more than twice as high, 13 percent, amid
business complaints that the goal is unrealistic and will hurt
the economy. Posted.

Climate of Uncertainty. Global warming science is still evolving;
will future IPCC reports reflect that? On Monday an independent
review found that the U.N.'s Intergovernmental Panel on Climate
Change has downplayed uncertainties surrounding climate science.
The review also found that the IPCC needs more robust safeguards
against conflicts of interest, that it had committed "unnecessary
errors" by failing to meet its own standards …Posted.

EDITORIAL: U.N. Agency Told To Cool Climate Advocacy. A
consortium of national scientific academies has scolded the
U.N.'s Intergovernmental Panel on Climate Change for downplaying
uncertainties about global warming, failing to point out when its
claims of catastrophe were based on weak evidence and
misrepresenting some findings as peer-reviewed by scientists,
when they weren't. The findings of the InterAcademy Council
investigation also criticized IPCC management, recommending the
organization adopt a conflict-of-interest policy. Posted.

CARB: Fine Particle Pollution Linked to Premature Death. A new
California Air Resources Board report based on a U.S. EPA
peer-reviewed study concluded that there is a causal relationship
between exposure to fine particle pollution and premature death.
The report found that about 9,000 people in California die
prematurely each year as a result of exposure to fine particle
pollution. "There is no question particulate pollution is causing
premature deaths here in California and nationwide," said ARB
Chairman Mary Nichols. Posted.

Railroad yard's Health Impacts Studied. San Bernardino – The BNSF
rail yard has been deemed by the California Air Resources Board
to pose the worst health risk among the state’s 18 rail yards. A
$1 million AQMD grant will fund a study on the health impact of
those living near the local yards. The Loma Linda School of
Public Health has teamed up with an environmental justice
organization for the 2-year study. Posted.

COMMENTARY: Junk-Science Debunker Gets Axe. Many politicians and
pundits pin the economic travails of California on our tax rates.
However, my experience leads me to believe the No. 1 cause for
the economic malaise of our once-great state emanates from our
regulatory climate. Here is but one example: It is most
unfortunate that few Californians are aware of the scandal
surrounding the California Air Resources Board (CARB), which has
been in the process of establishing a diesel engine rule that
will require all engines in the state to be replaced twice in the
next 10 years. Posted.

ENERGY/GREEN ENERGY

Environmentalists Stunned By Failures Of Key Measures In
Legislature. Activists expected big gains, but a ban on plastic
grocery bags, another on a chemical used in baby bottles and a
bid to boost alternative energy fell short in the face of heavy
industry opposition. Environmentalists were counting on big gains
in Sacramento this summer, with a governor eager to burnish his
green credentials in his final months in office. But by the time
the legislative session ended at midnight Tuesday, those hopes
had fizzled. Posted.

FUELS

OPINION: Ethanol Scheme Ready To Continue. THE POINT — Political
favors shouldn’t be any part of this deal. An ethanol
manufacturing company that filed bankruptcy last year is ready to
reopen two plants as soon as California’s energy commission comes
across with millions of dollars in taxpayer subsidies. This is
wrong in so many ways. Let’s count a few: >> The struggling
corn-ethanol business was founded by a political ally of — and
who also has been a large campaign contributor to — Gov. Arnold
Schwarzenegger.

Catalina Ferry From Newport Harbor Might Suspend Operations,
Citing State Air Laws. The Catalina Flyer, a popular
500-passenger catamaran that makes daily trips to Santa Catalina
Island from the Balboa Pavilion, may halt operations for a few
months to buy and install a new engine that complies with a state
environmental law. Bob Black, general manager for the tour boat
company, said that unless he's able to find a catamaran to lease,
he may suspend service to Avalon as early as Sept. 12. Posted.
