Obama Plans to Take On Climate, Says 2011 Issue Will Be Handled.
The issue of climate control and global warming has been one that
has plagued both Democrats and Republicans since the 1990’s. Now,
President Barack Obama is announcing that in the next year, he
will take a stab at the lasting issue and hopefully take care of
it once and for all. The main problem is the amount of American
carbon emissions. When it comes to an issue so massive as carbon
emissions in a nation where millions are driving at any given
moment, it is extremely difficult to improve much less fix such a

California Climate Change Fund Vetoed. Gov. Arnold Schwarzenegger
on Thursday vetoed a bill that would have redirected to poorer
communities some of the billions of dollars that California is
expected to raise through a cap and trade program. Assembly Bill
1405 called for 10 percent of the money raised through the sale
of emission credits to be used to fund cooling centers and mass
transit in poorer communities as a way to help them deal with

Manufacturer Group: State Greenhouse Emissions Among Lowest.
California's greenhouse gas emissions compared to production are
among the nation's lowest, according to the California
Manufacturers & Technology Association. The group uses
congressional data to rank states' tons of greenhouse gas
emissions per $1 million in gross state product.One nit: The size

Obama's New Climate Strategy Aims to Help Wildlife Adapt. There
is an "urgent need" for a comprehensive national strategy that
government agencies can follow to help wildlife adapt to the
"unprecedented threat posed by global warming," the U.S. Fish and
Wildlife Service says in a new far-reaching strategic plan.
"Climate change is not a distant threat; it is occurring here and
now," the agency says in the plan released this week, titled
"Rising to the Urgent Challenge: Strategic Plan for Responding to

Prop. 23 Vs. AB32, Viewed From Both Sides. "Write the number 23
on a pad, put it in front of a mirror and it turns into 32. Do
the same for the number 32 and it flips to 23. Then ask? “Is it
coincidence or a dyslexic moment that AB32 spawned its

Should CA's Clean Air Law Have Limits? Prop. 23 is a
controversial proposition coming up on the November ballot. If
passed Prop. 23 would temporarily suspend AB 32, the Global
Warming Act of 2006, until the economy gets better. Proponents
say Prop. 23 would save over a million jobs and create huge
savings in electricity, natural gas and fuel rates. Opponents say
if Prop. 23 passes hundreds of thousands of jobs and billions of
dollars in investments could end up going to other states.

Schwarzenegger Blasts "Black Oil Hearts" of Prop 23 Backers. Say
what you will about California Governor Arnold Schwarzenegger,
but despite being the onetime public face of the Hummer, he's
consistently come out on the side of good green policy for his
state. And he may have just offered up his most vehement defense
of any green law out there, criticizing the Texas oil company-led
effort to pass Proposition 23, which would overturn California's
groundbreaking climate law. He publicly attacked the lack of
trustworthiness of the oil industry and their "black oil hearts".

Air District is Running Quite the Scam: Fail, Incur a Fine, Then
Keep our Money. In response to The Californian's Sept. 24 article
on the San Joaquin Valley Air Pollution Control District, "Drive
a car? You may pay more for our bad air," several items should be
clarified. I can't be fined. I didn't violate any rules to
warrant this action. My vehicles pass their smog tests. Penalties
passed on to drivers turn these monies into an assessment, while
somebody else actually got the fine. That somebody else is the
air district board. It's not the public's fault this fine was
levied by the federal government. The air district board had 20
years to control our pollution and it failed. Posted.

Air Quality Fine is Bad Jurisprudence. Robert Price deserves the
Pulitzer Prize for his column on the $29 million federal fine
that has been levied because of the San Joaquin Valley's air
pollution ("$29 million fine for bad air? Please explain," Sept.
26). He has selected an amazing example of bad jurisprudence. He
illustrated it in a clear and arresting way. As I understand,
some of that bad air is carried here from China, and more from

Los Angeles Port to Rev Up Clean Trucks Program. After a
drawn-out court victory, the Port of Los Angeles is planning to
phase in the missing link in its 2-year-old Clean Trucks Program.
By the end of 2013, all trucks calling at the port must be
operated by drivers employed by trucking companies. The port has
relied primarily on independent drivers responsible for their own
rigs to haul cargo. Posted.

Carmaker Fuel Standards in U.S. May Hit 62 MPG in Obama Plan,
Groups Say. Carmakers may be required to almost double the fuel
economy of their vehicles in the U.S. to 62 miles per gallon by
2025 under a proposal being weighed by the Obama administration,
according to environmentalists. The administration may announce
as soon as today a goal to raise fuel economy 3 percent to 6
percent a year starting with 2017 models, according to Dan Becker
of the Safe Climate Campaign, who said in an interview he had
knowledge of the administration deliberations. That would push
the level to 62 mpg, according to Becker and Roland Hwang of the

Hino Engines Receive EPA, CARB OK; Warranties Expanded. All Hino
Trucks engines have been given a certification of conformity from
the EPA and California Air Resources Board (CARB) for meeting
2010 emissions regulations, the company announced. In addition,
Hino said it has expanded its engine warranty program to cover
additional items. Hino’s engines use selective catalytic
reduction (SCR) to meet the 2010 emissions requirement. Posted.

Green Energy Storage Bill Major Step Towards Energy Independence.
Attorney General Edmund G. Brown Jr. today hailed the signing of
AB 2514 (Skinner), the country's first energy storage bill, as "a
major step towards energy independence." Brown sponsored the new
law to facilitate the development of solar and wind power, create
jobs and increase California's energy independence by providing a
mechanism for storing wind and solar power for use at times it
can't be generated, such as nighttime. Governor Schwarzenegger

Jerry Brown Touts Experience, Pushes For Green Jobs in
California. California Attorney General Jerry Brown is the
Democratic candidate for the California governor’s race. If he is
elected it will be his second time; the first was when he was
governor of the state from 1975-83. The 72-year-old was also
mayor of Oakland (1998-2006), as well as the Secretary of State
for California (1971-75). He ran for president three times and

well-known as a generator of new ideas. One is the dream of
outgoing Gov. Arnold Schwarzenegger and a majority of the

Sacramento Vote Requires State Utilities to Obtain One-Third of
Power from Green Energy. On September 23, the California Air
Resources Board voted in Sacramento to require several of
California’s major state utility companies, including Pacific Gas
& Electric, Southern California Edison, and San Diego Gas and

Region's Mayors Look At Climate Solutions. Mayor Artemio Pimentel
will join Sacramento Mayor Kevin Johnson to participate in a
unique Panel of Mayors on climate solutions, along with mayors
Don Saylor of Davis, West Sacramento's Christopher Cabaldon and
Woody Fridae of Winters. The Mayors Panel will take place from
2:30 to 3:30 p.m., Sunday, Oct. 10, as one of the central events
of the Cool Davis Living Green Festival. The panel will be hosted

Study Links Air Pollution and Diabetes. A groundbreaking new
epidemiologic study has found a strong link between adult
diabetes and particulate air pollution, even after controlling
for other risk factors including obesity, exercise and ethnicity.
Frighteningly, the correlation exists even in those exposed to

In California, a Grid Storage Mandate. It’s no news to most
people that renewable energy sources like wind and solar power
have their off-moments, or off-days. A potential remedy was just
signed into law by Gov. Arnold Schwarzenegger of California,
whose governorship has long had a greenish tinge. The state will
now require utilities (first, investor-owned utilities, and
later, publicly owned ones) to have storage capacity on hand that
