AB 32

Setting The Record Straight On AB32 And Jobs. The UC Berkeley
Center for Labor Research and Education released a report in 2008
on jobs and California's Global Warming Solutions Act, known as
Assembly Bill 32. In that report, we concluded that AB32 would
lead to net job growth in the state. Three years later, we still
think generating new jobs in California is a great idea. So we've
been stunned over the last six months to see our research cited
repeatedly by supporters of Proposition 23 who are working to

The Terminator vs. Big Oil. Sacramento The Terminator, a k a the
Governator, is not happy. And you shouldn’t be either. What has
Gov. Arnold Schwarzenegger of California incensed is the fact
that two Texas oil companies with two refineries each in
California are financing a campaign to roll back California’s
landmark laws to slow global warming and promote clean energy
innovation, because it would require the refiners to install new

Calif. Initiative a Test For National Climate Law. If the
supporters of Proposition 23 prevail in the Nov. 2 election,
California's landmark global warming law would be suspended
indefinitely. But the out-of-state oil companies funding the
initiative appear to have their sights set higher. Success in
halting California's climate-change law by showing the public
doesn't support it would give momentum to the opponents of

Climate Talks Struggle As China, U.S. Face Off. The United States
and EU said on Wednesday that U.N. climate talks were making less
progress than hoped due to rifts over rising economies' emission
goals, while China pushed back and put the onus on rich nations.
Negotiators from 177 governments are meeting this week in the
northern Chinese city of Tianjin, trying to agree on the shape of
the successor to the current phase of the Kyoto Protocol, the key
U.N. treaty on fighting global warming, which expires in 2012.

Kern County May Be The New Hub Of Climate Change Technology. Cal
State Bakersfield hosted a workshop on Carbon Capture &
Sequestration (CCS) last Friday. For all of you non-environmental
folks, CCS is one of several methods being discussed to reduce
the emissions of Carbon Dioxide (CO2) into the atmosphere. Such
reductions are necessary to comply with recent California
regulations which were designed to reduce emissions of Greenhouse
Gases (GHG) such as CO2. Posted.

Climate Change Talks Bogged Down Over Financing, Carbon Limits,
U.S. Says. Lead negotiators from the U.S. and Bolivia said global
climate-change talks in China are making little progress as
delegates get bogged down with issues including financing and
limits on carbon emissions. Efforts to reduce output of
greenhouse gases in a global treaty to replace the 1997 Kyoto
Protocol accord may splinter if no accord is reached at the next
meetings in Cancun, Mexico, Jonathan Pershing, the U.S. deputy

As Elections Loom, EPA Takes Bipartisan Flak On Pollution Rules.
Washington - The Environmental Protection Agency has run into
bipartisan opposition from senators over its plans to cut mercury
and other toxic emissions from boilers at large factories and
from the heating plants for places such as shopping malls and
universities. The dustup over a seemingly routine environmental
rule shows how political worries about the economy and pressure
from industries that object to the costs of pollution controls

Shine Light on Agencies like the Air Board. In regard to Robert
Price's recent column on the $29 million in fines about to be
imposed upon drivers living in the valley by the San Joaquin
Valley Air Pollution Control District ("$29 million fine for bad
air? Please explain," Sept. 26), ask yourself this: What
government agency gets a $29 million annual windfall and doesn't
immediately set out to spend it? First will be additional salary
and benefits for staff who must now work harder to manage $29

Morning Greens: Dirty Pollution and Clean Solutions. Avoid the
beaches for a couple days. LAist reports that rain means urban
runoff that rushes all the dirty, polluted gunk on our streets
into our oceans, so Santa Monica’s environmental nonprofit Heal
the Bay recommends staying out of the ocean water, lest you get

Two Solar Projects On California Public Land Get Federal OK.
Approval of the plants planned in the Mojave Desert and Imperial
Valley could increase the chances of several other projects in
the state that await a U.S. green light. Federal officials

Me. — Like nearly all of the residents on this island in
Penobscot Bay, Art Lindgren and his wife, Cheryl, celebrated the
arrival of three giant wind turbines late last year. That was
before they were turned on. “In the first 10 minutes, our jaws
dropped to the ground,” Mr. Lindgren said. “Nobody in the area

Solar-Powered White House No Longer A 'Kooky' Idea. Nearly 30
years after President Ronald Reagan dismantled his predecessor's
solar panels, the White House is once again going green.
Yesterday's announcement that the Department of Energy will
install solar panels at the White House by early next year
immediately set off comparisons between President Obama and Jimmy
Carter, the one-term president who in 1979 first brought solar
energy to 1600 Pennsylvania Avenue. But political analysts said

OPINION: Cleaner Cars. President Obama announced last year the
first big increase in fuel economy standards in three decades,
plus a new requirement reducing tailpipe emissions of carbon
dioxide, the main greenhouse gas. The new standards — boosting
fleetwide fuel efficiency by 30 percent to 34.1 miles per gallon
by 2016 — are the most important environmental achievement of Mr.

CARB Critics: Science Behind Diesel Rules Remains Flawed. Three
years ago the California Dump Truck Owners Association had 1,700
members – mostly small to mid-size trucking companies based in
the Golden State. The economic downturn and a series of expensive
in-state emissions rules hit the group’s truckers hard in 2007
and 2008, dropping membership by half to its current 850 members.
Lee Brown, the CDTOA’s executive director, said the
organization’s members have had the competitive playing field
tipped severely against them because of several diesel
regulations implemented by the California Air Resources Board.

Got A Car? Personal-Vehicle Sharing Comes To California In 2011.
Car sharing hasn't taken off in L.A., despite its promise for
reducing traffic and residents' need to own cars. But a new
personal-vehicle sharing law that goes into effect Jan. 1 may
change that. AB 1871 allows Californians to rent their cars by
the hour to offset their costs of ownership, as well as cars'
impact on the environment. Previously, California law prevented

Global Warming: A Rise In River Flows Raises Alarm. The volume of
fresh water pouring from the world’s rivers has risen rapidly
since 1994, in what  researchers say is further evidence of
global warming. The study, led by a team at UC Irvine, is the
first to estimate global fresh-water flow into the world’s oceans
using observations from new satellite technology rather than
