Posted: 09 May 2011 17:20:55
The Air Resources Board approved revisions to the Carl Moyer Program Guidelines on April 28, 2011. To help expedite funding opportunities, the 2011 On-Road Voucher Incentive Program (VIP) Guidelines are now posted via Mailout MSC 11-14 at http://www.arb.ca.gov/msprog/moyer/advisories_005/advisories_005.htm. The rest of the Carl Moyer Program Guidelines will be released soon. Some of the major revisions to the On-Road VIP Guidelines are: • Fleet size eligibility expanded to fleets of 10 or less; • Retrofit funding is now available for engine model years 1994-2006; • Decreased the minimum annual usage requirements; and • Changed the heavy heavy-duty definition to include vehicles with a GVWR of 33,001 or greater. For more information about the On-Road VIP, please visit: http://www.arb.ca.gov/msprog/moyer/voucher/voucher.htm If you have any questions, please contact Lynsay Carmichael at (916) 322-0407 or lcarmich@arb.ca.gov. BACKGROUND: Since 1998, the Carl Moyer Program has filled a critical niche in California’s strategy to achieve clean air. The Carl Moyer Program provides grant funding for the incremental cost of cleaner-than-required engines, equipment, and emission reduction technologies. The Carl Moyer Program complements California’s regulatory program by funding emission reductions that are surplus (i.e., early and/or in excess of what is required by regulation). State law authorizes the Air Resources Board to revise the Carl Moyer Program Guidelines when necessary to improve the ability of the program to achieve its goals.
