Mail-out #MSC 11-17 presents the final 2011 Carl Moyer Memorial Air Quality Standards Attainment Program Guidelines (Guidelines). These Guidelines were recently approved by the Air Resources Board (ARB or Board) at a public meeting in Sacramento, California on April 28, 2011. The Guidelines became effective upon Board approval and are located at the following website: http://www.arb.ca.gov/msprog/moyer/guidelines/current.htm . In addition, staff has made four minor revisions to the Guidelines that were not included in Attachment B of the Resolution approved by the Board on April 28, 2011. These revisions have been made in order to correct inadvertent inconsistencies and typographical errors, and to reflect the language and policy approved by the Board. BACKGROUND: Since 1998, the Carl Moyer Program has filled a critical niche in California’s strategy to achieve clean air. The Carl Moyer Program provides grant funding for the incremental cost of cleaner-than-required engines, equipment, and emission reduction technologies. The Carl Moyer Program complements California’s regulatory program by funding emission reductions that are surplus (i.e., early and/or in excess of what is required by regulation). State law authorizes Air Resources Board to revise the Carl Moyer Program Guidelines when necessary to improve the ability of the program to achieve its goals.
