The California Air Resources Board (ARB) posted a Supplement to the AB 32 Scoping Plan Functional Equivalent Document (FED) prepared in accordance with ARB’s Certified Regulatory Program and the California Environmental Quality Act. The release commences a 45-day public review and comment period. The Supplement provides an expanded analysis of the five alternatives to the Scoping Plan analyzed in the FED: a no project alternative, an alternative based on cap-and-trade, an alternative based on source-specific regulatory requirements, an alternative based on a carbon fee or tax, and an alternative program based on a variation of proposed strategies. To view or download a copy of the Supplement please see http://www.arb.ca.gov/cc/scopingplan/document/scopingplandocument.htm Information on a planned public workshop to be held during the 45-day comment period on the Supplement will be posted on ARB’s website on the Scoping Plan program page at http://www.arb.ca.gov/cc/scopingplan/scopingplan.htm ARB invites comments on the Supplement; comments will be accepted during a 45-day public comment period that begins on June 13, 2011 and ends on July 28, 2011. After the 45-day public review and comment period, ARB staff will consider comments received and will prepare written responses to comments raising significant environmental issues based on the environmental analysis contained in the Supplement. The written responses to comments will be posted on ARB’s website listed above prior to a Board hearing presently scheduled for August 24, 2011 at 9:00 a.m. at the Byron Sher Auditorium, 1001 I Street, Sacramento, California. At the public hearing to the Board will consider whether to approve: (1) the FED for the AB 32 Scoping Plan (including the Supplement to the FED and written responses to public comments that raise significant environmental issues), and (2) the AB 32 Scoping Plan.
