oil-gas -- Draft Oil and Gas Survey Report

Air Resources Board (ARB) staff has posted a draft report summarizing the results from our 2007 Oil and Gas Industry Survey, conducted in 2009, on our Oil and Natural Gas Production, Processing, and Storage website. It can be found at http://www.arb.ca.gov/cc/oil-gas/oil-gas.htm. We are seeking comments on the draft survey report by September 2, 2011. We are especially interested in suggestions concerning how the data could be better summarized or displayed. The California Global Warming Solutions Act of 2006 (AB 32) establishes a comprehensive program of regulatory and market mechanisms to achieve real, cost-effective, quantifiable reductions of greenhouse gases (GHG). AB 32 charges the ARB as the agency responsible for monitoring and regulating many GHG emission sources to reduce California’s GHG emissions to 1990 levels by 2020. Among the measures that the ARB staff is considering to help reach this AB 32 goal is a measure to reduce GHG emissions from crude oil and natural gas production, processing, and storage operations. In order for staff to determine the potential GHG emission reductions, the technical feasibility, and the cost-effectiveness of any potential control measure, the ARB staff conducted a survey of the crude oil and natural gas industry to improve estimates of GHG emissions in California from these operations.
