compwood -- Change of sell-through date for manufactured homes

This note is to inform you that the California Air Resources Board (ARB) staff has revised the enforcement of the sell-through date that affects new (previously unsold) manufactured homes (e.g., mobile homes) that contain pre-Phase 1 medium density fiberboard (MDF) and/or thin MDF. These homes may be sold for an unlimited period of time in California, as long as the MDF and/or thin MDF were produced before January 1, 2009, and businesses provide information to ARB, as described in Regulatory Advisory 11-02, which is posted to our composite wood products website at: http://www.arb.ca.gov/toxics/compwood/outreach/advisory1102.pdf. The purpose of this change is to address excess inventories within California of manufactured homes that contain pre-Phase 1 MDF and/or thin MDF. These excess inventories are a result of the economic downturn, which has led to slower sales than expected in the manufactured homes industry. In April 2007, the Airborne Toxic Control Measure (ATCM) to Reduce Formaldehyde Emissions from Composite Wood Products was approved by the Air Resources Board. This ATCM establishes formaldehyde emission standards for composite wood products, including hardwood plywood, particleboard, MDF, and thin MDF.
