The Air Resources Board (ARB or Board) will conduct a public
workshop at the time and place noted below to discuss linking the
California Cap on Greenhouse Gas Emissions and Market-Based
Compliance Mechanisms Regulation (cap-and-trade program) to the
Western Climate Initiative.

BACKGROUND: 

The California Cap on Greenhouse Gas Emissions and Market-Based
Compliance Mechanisms Regulation became effective on January 1,
2012. 

California has been participating in the Western Climate
Initiative (WCI) and is considering formally linking the
California cap-and-trade program to other trading programs in
order to create a regional cap-and-trade program.  The Canadian
province of Quebec has also developed a market-based regulation
consistent with the WCI design principles.  This workshop will
present staff’s initial work in developing a proposed regulation
to link California’s cap-and-trade program with Quebec’s
cap-and-trade program, including reporting requirements.
