arbcombo -- Cap-and-Trade Compliance Instrument Tracking System Service Now Available

The California Air Resources Board’s (ARB) California cap-and-trade program became effective on January 1, 2012, with an enforceable compliance obligation beginning with calendar year 2013 Greenhouse Gas (GHG) emissions. California is working with WCI Partner jurisdictions and WCI, Inc. to develop systems to support the common goals of developing a regional program and the implementation of state and provincial GHG trading programs, including California’s cap-and-trade program. One of the systems being developed is the Compliance Instrument Tracking System Service (CITSS). The CITSS is the record of ownership of compliance instruments; records information related to accounts; enables and records compliance instrument transfers; facilitates compliance verification; and supports market oversight through the collection of relevant information. There are two primary components to the CITSS in the first release: user registration and account application. User registration is required in the CITSS prior to applying for entity compliance instrument accounts. Compliance instrument accounts must be established before an entity can apply to participate in the November GHG allowance auction. Today, July 9, 2012, the CITSS is being released for Cap-and-Trade User Registration and Compliance Instrument Account Application activities. The CITSS can be accessed at https://www.wci-citss.org For entities or individuals that intend to participate in the November 2012 auction: ARB recommends that (1) CITSS user registration for their account representatives be completed as quickly as possible, and no later than August 1, 2012; and (2) CITSS account application be completed no later than September 1, 2012. Following these deadlines will better ensure that necessary time is available for CITSS user registration and for account application approval required to participate in the November GHG allowance auction. To support California’s program implementation, the CITSS will be released in phases. User registration and account application functions are now available in Release 1. Additional CITSS functions such as allowance issuance and transfer are expected to be in Release 2 available in September of 2012.
