The Air Resources Board staff will conduct a public workshop on Wednesday, September 12, 2012, to discuss preliminary proposals to amend the Aerosol Coating Products Regulation. Potential amendments to the Consumer Products Regulation and plans to rescind the Hairspray Credit Program Regulation will also be discussed. You may attend the public workshop in person or participate via teleconference. Changes to the Consumer Products Regulation are also being considered. Specifically, staff will discuss whether existing regulatory provisions for Multi-purpose Solvent and Paint Thinner products should be modified. Staff is also soliciting comments on the need for clarification of various hair care related definitions. Staff will also discuss plans to rescind the Hairspray Credit Program Regulation because the timeframe to accrue and use credits has expired. Public input from this workshop will be used to further develop the staff's proposal that will be considered for adoption by the Board next year. BACKGROUND: ARB’s Consumer Products Program is an important part of California’s efforts to reduce the amount of smog-forming volatile organic compounds, toxic air contaminants and greenhouse gases emitted from the use of chemically formulated consumer products. ARB’s consumer products regulations have resulted in emission reductions of nearly 50 percent since 1990, but more is needed to meet federally required health-based air-quality standards.
