arbcombo -- Railroads Demonstrate Compliance with Locomotive Fleet Average Emission Reductions

The Air Resources Board (ARB) has approved the Union Pacific
Railroad (UP) and BNSF Railway (BNSF) locomotive fleet average
and ultra-low emitting locomotive credit compliance submittals
for calendar-year 2010. ARB has determined that UP and BNSF
achieved the required Tier 2 Oxides of Nitrogen (NOx) locomotive
fleet average - 5.5 grams per brake-horsepower-hour - set forth
in the 1998 Locomotive NOx Fleet Average Agreement for the South
Coast Air Basin (1998 Agreement).  The 1998 Agreement, along with
U.S. EPA emission standards for locomotives, has provided the
South Coast Air Basin with a reduction of up to 24 tons per day
of NOx emissions in 2010.  Additionally, ARB staff estimates that
the 1998 Agreement has resulted in significant increased usage of
cleaner locomotives throughout the State.

The 1998 Agreement was signed by ARB, UP, and BNSF in July 1998,
and achieves a Tier 2 locomotive NOx fleet average of 5.5 grams
per brake horsepower-hour through the accelerated introduction of
cleaner locomotives.  The UP and BNSF compliance reports are
available to the public.  The documents can be found on ARB’s
