Cleaire Advanced Emission Controls (Cleaire) Ceasing Operations . The California Air Resources Board (ARB) has learned that Cleaire Advanced Emission Controls (Cleaire) ceased operations as of January 18, 2013. ARB will be working closely with fleets, dealers, and parts suppliers to minimize the impact of the Cleaire closure. Fleet owners that have retrofit devices from other manufacturers are not affected by this situation. ARB is providing guidance to affected fleets using Cleaire retrofit devices on equipment operating in California. We will update this guidance as additional information becomes available, and have developed a dedicated webpage for information at http://www.arb.ca.gov/diesel/verdev/companies/cleaire/cleairepage.htm. Additionally, as part of this effort, ARB is working with other device manufacturers to assess how they may be able to help affected fleets. Background – Mobile Cargo Handling Equipment at Ports and Intermodal Rail Yards Regulation. The regulation applies to all diesel-powered cargo handling equipment (CHE) operating at California’s ports and intermodal rail yards. CHE is all equipment used to transfer goods or perform maintenance and repairs, and includes: yard trucks (hostlers), rubber-tired gantry cranes, top handlers, side handlers, fork lifts, and loaders. Adopted in December 2005, the regulation is designed to reduce diesel particulate matter in communities located near ports and intermodal rail yards.
