ARB staff is holding a public workshop to discuss draft language for new proposed Compliance Offset Protocols for Board consideration. Information related to Mine Methane Capture Projects will be made available at noon on Wednesday, August 14, 2013 at the following website: http://www.arb.ca.gov/cc/capandtrade/protocols/mmcprotocol.htm Information related to Rice Cultivation Projects will be made available at noon on Wednesday, August 14, 2013 at the following website: http://www.arb.ca.gov/cc/capandtrade/protocols/riceprotocol.htm Staff plans to propose the addition of new Compliance Offset Protocols for Board consideration this fall. When new Compliance Offset Protocols and amendments to the Cap-and-Trade regulation are proposed, a notice of regulation will be released for a 45-day public comment period in advance of the Board item. This item is scheduled to be considered at a two-day meeting of the Board, which will commence at 9:00 a.m., October 24, 2013 and may continue at 8:30 a.m., on October 25, 2013. Please consult the agenda for the meeting, which will be available at least 10 days before October 24, 2013 to determine the day on which this item will be considered. Background The California Cap-and-Trade Regulation (Regulation) was formally adopted by the Air Resources Board (ARB or Board) in 2011. In response to continued Board direction and further discussions with stakeholders, staff began a public process to propose additional amendments and Compliance Offset Protocols for Board consideration in Fall 2013. The documents that will be made publicly available Wednesday provide a discussion of new Compliance Offset Protocols staff is proposing and their underlying rationale. These documents made available for this workshop provides the public with the opportunity to discuss the proposed Compliance Offset Protocols.
