The California Air Resources Board (ARB or Board) invites you to
attend Air Quality Improvement Program (AQIP) Funding Plan and
Greenhouse Gas Reduction Fund Investments work group meetings for
the Clean Vehicle Rebate Project, Hybrid and Zero-Emission Truck
and Bus Voucher Incentive Project (HVIP), Advanced Technology
Freight Demonstrations, and Long-Term AQIP Planning.   These work
group meetings are an opportunity to provide input into the
development and expansion of AQIP incentive projects in support
of the Fiscal Year 2014-15 AQIP Funding Plan.   The Plan will
cover expenditure of approximately $25 million in AQIP funding as
well as $200 million in the proposed State Budget for 2014-15
from Cap and Trade auction proceeds in the Greenhouse Gas
Reduction Fund for investments in low-carbon transportation
projects.  Additional work group meetings may be scheduled as
needed.

Work group dates and contact information are provided below. 
Interested parties may participate in the workgroups via
teleconference or in person.  Teleconference information will be
posted at the website listed below at least 24 hours prior to the
work group meeting.  If you are interested in attending in
person, please contact the appropriate staff listed below to
ensure that space is available.  


Long-Term AQIP Planning Work Group:

Work Group Focus:  Discuss potential benefit-cost score
methodology and other metrics for determining funding priorities
for the AQIP portion of the funding (as required by AB 8),
indicators of deployment project success, and long-term vision
for advanced technology light-, medium-, and heavy-duty vehicle
and equipment incentives.  The first meeting is intended to
generate discussion regarding stakeholder and staff concepts,
while the second meeting will build on this discussion with more
detailed staff proposals for work group feedback.

Clean Vehicle Rebate Project Work Group:

Advanced Technology Freight Demonstrations Work Group:

Work Group Focus: Discuss project categories and administrative
process for funding of advanced technology freight
demonstrations, with a focus on providing benefits to
disadvantaged communities.  Anticipated funding for freight
demonstrations is in the tens of millions of dollars.

Hybrid and Zero-Emission Truck and Bus Voucher Incentive Project
Work Group:
Date:  	  February 19, 2014

Work Group Focus: This two-part meeting will include discussion
of: 1) implementation details for the March 2014 launch of Fiscal
Year 2013-14 HVIP, including eligibility criteria for higher
voucher amounts for vehicles with extended warranties and
battery-electric fast-charge compatible vehicles; and 2) project
changes and structure for the Fiscal Year 2014-15, including
options to further accelerate deployment of the cleanest truck
and bus technologies and to  provide additional benefits to
disadvantaged communities.

Background:  AQIP is a voluntary incentive program administered
by ARB to fund clean vehicle and equipment projects through 2023.
 Each year the Board approves the AQIP Funding Plan, which serves
as the blueprint for expending AQIP funds during the current
fiscal year.  

In 2012, the Legislature passed and Governor Brown signed into
law three bills – AB 1532 (Pérez, Chapter 807), Senate Bill (SB)
535 (De León, Chapter 830), and SB 1018 (Budget and Fiscal Review
Committee, Chapter 39) – that establish the Greenhouse Gas
Reduction Fund to receive auction proceeds and to provide the
framework for how the auction proceeds will be administered.  The
Governor’s Proposed Budget for Fiscal Year 2014-15 includes $200
million for low carbon transportation projects that expand
existing efforts and provide benefits to disadvantaged
communities.
